General Statement of Duties
Under general supervision, to obtain and analyze data for the appraisal of real and personal property for ad valorem tax purposes; to conduct standard field investigations, studies, and appraisals of residential, rural, and personal property; and to do related work as required.
 
Distinguishing Characteristics
This is the apprentice level class for professional appraisal work in the Appraiser class series. Incumbents work under close supervision while being trained and gradually work more independently as knowledge and skills are acquired.  Positions in this class typically are assigned routine appraisal work. This class is distinguished from Senior Appraiser and Senior Specialist Appraiser in that Senior Appraisers and Senior Specialist Appraisers perform more complex appraisal work and may be assigned a specialty area in addition to performing the normal scope of property appraisals.  This class is distinguished from Senior Assessment Technician in that Senior Assessment Technicians are not certified Appraisers even though they may perform substantial field support work for professional Appraisers.  Senior Assessment Technician may be a training classification for the Appraiser class series. This classification is a for cause, exempt position.

Classifications Supervised
This is not a supervisory class.  However, incumbents may provide some guidance for Assessor's Office support staff.
 

Essential Functions:

Conducts investigations and analyzes data for the appraisal of real and personal property; conducts field studies and appraisals of residential, commercial, and farm properties; gathers information and measures and plots land and improvements; collects, analyzes, and tabulates sales, rental, and cost data for property appraisals; conducts economic and cost studies of various types of properties; computes data and prepares cost estimates and appraisals; prepares letters and reports; meets the public and responds to concerns about  property appraisals; may assist with the preparation of property values information and presentations at public hearings.

Knowledge of:

  • Factors, techniques, methods, and principles involved in the appraisal of real and personal property.
  • Methods of determining property values.
  • Laws and regulations affecting the appraisal of real and personal property, including pertinent principles and guidelines contained in the State Constitu­tion, Revenue and Taxation Code, and the Assessor's Handbook.
  • Purpose, organization, procedures, and responsibilities of the County Asses­sor's Office.

Desired Skills:

  • Apply appraisal principles, methods, and techniques in the equitable and justifiable appraisal of real and personal property.
  • Assemble and analyze statistical and narrative information.
  • Read and interpret maps, assessment books, property descriptions, and legal codes.
  • Prepare analytical reports.
  • Work independently in conducting standard appraisals.
  • Make mathematical calculations quickly and accurately.
  • Communicate effectively both orally and in writing.
  • Explain a variety of appraisal methods, procedures, and policies to the public.
  • Represent the County Assessor's Office in a courteous and professional manner.
  • Establish and maintain cooperative working relationships.

Training and Experience:

Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying.  A typical way, but not required, to obtain the required knowledge and skills would be:

Completion of formal advanced educational training in accounting, business admin­istration or a related field; or employment in a related field; or employment in an Assessor's office with other qualifying experience and education.

A Bachelor's Degree from an accredited college or university is highly desirable. In lieu of a degree, a high school diploma or its equivalent approved by the California Department of Education and four years of experience within the last ten years in any of the following occupations is required.

Accountant, auditor, real property appraiser, building cost estimator, engineer, real estate loan agent, real estate loan underwriter, right of way agent, licensed building contractor, OR

A real estate licensee, licensed by the California Department of Real Estate engaged in buying, selling, leasing, or managing real estate,

OR

An appraiser aide or appraiser trainee in an assessor=s office or in a proper­ty taxes department

OR

An employee, other than an appraiser, appraiser aide, or appraiser trainee, of an assessor's office or of the property taxes department, except that such employ­ment time shall be limited to qualifying for only two-thirds of the four-year experience requirement.  The remaining one-third of time shall be accumulated in an accredited institution of higher education.

 

Special Requirements: 

Possession of a valid and appropriate driver's License.                                              

Possession of a valid Appraisal Certificate or ability to successfully pass the exami­nation for permanent appraisal certification as required by the state of California within the first year of employment as prescribed by the State Board of Equalization and by relevant sections of the Revenue and Taxation Code.   Persons failing to achieve requisite certification after one year of employment may no longer be employed in this job class.

Typical Physical Requirements
Sit, stand and walk for extended periods of time; ability to walk in uneven terrain; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX; operate a motor vehicle over a variety of road surfaces and in a variety of weather conditions.
 
Typical Working Conditions
Work is performed in office, outdoor, and driving environments; some assignments performed alone in remote locations; continuous contact with staff and the public.

Salary : $51,750 - $66,082
