This recruitment is currently being conducted to fill two Human Services Section Manager positions in the Human Services Department, one Economic Assistance Lobby and Administrative Section Manager in the Economic Assistance (EA) Division and one Administrative and Quality Improvement (AQI) Section Manager in the Family, Youth, and Children (FYC) division. About the Economic Assistance Lobby and Administrative Section Manager:
The Economic Assistance Lobby and Administrative Section Manager will be responsible for overseeing the daily operations of the lobby and administrative support units of the Economic Assistance Division, including managing a section of approximately 65 full-time and temporary employees. They will provide oversight and direction to a team of staff who are responsible for providing social work services to customers in the Paulin office lobby. The EA Section Manager will also work with the Economic Assistance management team on policy analysis and implementation planning that balances federal and state regulations with high quality client services and staff capacity. Additional responsibilities include:
- Managing contracts and relationships with Community Based Organizations (CBOs)
- Working with supervisors to implement new business process updates and changes, and coordinating staff workloads
- Overseeing daily personnel matters including hiring, firing, performance management, and discipline
- Identifying and implementing efficiencies for workload and performance management and client services
- Reviewing statewide regulations and implementing changes in coordination with division staff
- Liaising with site supervisors and coordinating service provision at regional HSD outstation offices
- Serving on high level committees or workgroups and providing guidance and decision-making on items that impact Economic Assistance staff or client services
- Maintaining relationships with community partners including the Department of Health Services, individual providers, and schools
- Making program decisions around complex client situations based on existing policies and procedures
- Implementing business processes and quality improvement initiatives, and drafting new policies and procedures
The Ideal candidate for this position will have significant experience supervising management level staff, collaborating with community partners, and will possess many of the following:
- Knowledge of and experience working in self-sufficiency programs such as CalFresh, Medi-Cal, CalWORKs, and General Assistance
- Staff Supervision and/or program management experience
- Experience managing daily lobby operations in a high-volume setting, including all associated back office administrative functions
- Experience with program and project management, change management strategies, and process planning and implementation
- Experience engaging and responding to community groups around the issues of poverty and self-sufficiency
- Proficient understanding of CalSAWS and case management practices/systems
- The ability to analyze data and make program planning decisions based on conclusions from that data
- Experience working independently and as part of a multi-disciplinary team
- The ability to solve complex client and/or staffing situations
- Excellent communication skills with the ability to speak effectively in public and to large groups, including giving presentations
- Strong computer skills, including the Microsoft suite
About the Administrative and Quality Improvement (AQI) Section Manager:
The Administrative and Quality Improvement Section Manager is responsible for overseeing the Administrative and Quality Improvement Section of the Family, Youth, and Children Division. The section is comprised of management level administrative support, including day-to-day office support and facilitation of the Care Review program, Foster Care Eligibility, and Redwood Children’s Center. The AQI Section Manager will also collaborate with FYC's other Section Managers as well as the larger management team to plan for and meet all the agency’s ongoing business needs. Additional responsibilities include:
- Participating in the decision-making process and recommending solutions for complex management issues at FYC
- Directly supervising and supporting multiple FYC staff
- Participating in budget planning discussions and implementation
- Conducting the County Self-Assessment, and the development and implementation of the 5-year System Improvement Plan, which provides a strategic roadmap for child welfare services
- Facilitating the implementation of major programmatic changes and ensuring high quality services by establishing practice changes and evaluating agency progress
- Creating policies and procedures and memorandum of understandings (MOUs)
- Participating in recruiting and hiring staff, and personnel discussions and decisions
- Participating in a standby rotation for emergency response services
- Providing consultation for program supervisors and social workers from emergency response through the continuum of care
- Participating in Bay Area Policy Subcommittee meetings
The Ideal candidate for this position will have significant experience in management level positions providing quality supervision, and will possess many of the following:
- Experience working with child welfare systems and programs
- Knowledge of the County Self-Assessment process and developing improvement plans
- Experience in program planning and implementation, contract management, and budget management
- Knowledge of the Child and Family Services Review/Case Review program
- Experience facilitating meetings with staff, community partners, and various stakeholders in order to make high level decisions
- The ability to create and maintain professional relationships and initiate collaboration internally and with the community
- Knowledge of diversity, equity, inclusion, and belonging principles
- The ability to pivot between duties across multiple programs in a fast-paced environment
- Strong analytical, writing, and presentation/public speaking skills
- The ability to use data resources to inform best-practice changes in division policies and training plans
