Job Description
Under general direction, performs various personnel administration functions; advises department personnel regarding compliance with federal, state and local employment laws and regulations; monitors executive office compliance with human resource policy and procedures; researches issues and problems; coordinates personnel programs; supervises assigned staff. Performs other duties as assigned.
Required Qualifications:
QUALIFICATIONS OR EQUIVALENT COMBINATIONS OF TRAINING AND/OR EXPERIENCE:
Completion of a four (4) year degree in a public administration, human resources management and/or related field of training and three (3) years of personnel administration experience or equivalent training and/or experience. Valid State of Ohio motor vehicle operator’s license required.

Job Duties:
The duties listed below are intended to depict tasks performed by this position. * Denotes essential functions of the job.
Personnel Functions: Conduct needs assessments and coordinate recruitment for County positions*; conduct initial interviews, in conjunction with departmental representative, with a reasonable number of qualified applicants*; conduct background checks for top applicants, including reference, employment history and criminal; send for substance abuse testing; assist Executive departments in selection of top applicant(s), provide to the Executive for final approval; prepares and sends correspondence to applicants, including offer of employment and non-selection letters, document applicant status and move through steps in on-line hiring system. Prepare Executive office Personnel Requisitions; upon termination distribute resignation/termination letter along with Personnel Actions to all affected parties. Provides information and documentation on discipline, grievances, arbitrations and other contract related matters, as needed; gathers and prepares concise information and documents on various employment related judicial/administrative proceedings (including unemployment); serves as liaison with legal department on human resource related legal matters; serves as a liaison to department, supervisors and employees. Serve as a Hearing Officer for bargaining and non-bargaining unit disciplinary matters. Prepare training materials, coordinate and conduct training on personnel related topics (e.g., hiring, interviewing, and recruitment).
Administrative Functions: Assists Director and Deputy Directors with research, writing and revision of policy, procedures, processes and employee handbook; assists with ensuring policy, procedures and processes are in compliance with department, county, state, federal laws and rules and collective bargaining agreements. Assists in the coordination and administration of Human Resource Department projects and analysis of operational (technical and non-technical) processes. Attend meetings (e.g., Executive HR staff; Countywide HR Quarterly Meeting; department meetings, as necessary). Complete and submit regular departmental reports (e.g., bi-weekly status reports, monthly PAR sheets)*. Assist Director in preparation for department audits (e.g., Internal Audit, EEOC, DOL, etc.)*.
Other Functions: Provides quality customer service by assisting the public, employees, and other governmental agencies; presents self in a professional, ethical and culturally sensitive manner to co-workers, staff, and the public; adheres to all policies and procedures (e.g. department, Executive, county, federal and state); attends meetings, conferences, workshops, seminars and training to remain current and knowledgeable on policies, regulations, procedures; demonstrates regular and predictable attendance.

Work Schedule: Monday-Friday 7:30 A.M - 4:00 P.M. Some evening and weekend hours may be required from time-to-time. No hybrid/remote work option available.
