Under the direction of the Public Health Nursing Director, plans, implements and supervises Health Education Specialists (HES), Nutrition Assistants (NA), and assigned staff in one or more community health education / outreach programs.

Examples of Important and Essential Duties

The following is used as a partial description and is not restrictive as to duties required.)

Depending on assignment, duties may include but are not limited to the following : Supervises staff; plans, develops, and evaluates health education activities for specific program(s); coordinates activities within the department and with other agencies sharing common interests; supervises assigned staff (may assist in selection; trains, motivates, evaluates and, when needed, participates in any disciplinary process); develops grant applications and the acquisition of funds for specific health education project proposals, including writing a scope of work and preliminary budget; monitors the performance of subcontractors if applicable; writes MOU's and other contractual agreements; prepares progress reports for specific programs; obtains, analyzes and disseminates nutrition education to the public and other agencies, participates in media campaigns, provides outreach to multi-cultural groups and communities; and improves the cultural competency of staff; plans and / or participates in conferences, community meetings, workshops as assigned; develops and coordinates outreach and / or community organizing activities; works with community groups to develop and implement health enhancing policies.

  • Principles of health behavior change; methods, techniques, theories & practices of health education;
  • Human nutrition and its relationship to health and disease;
  • Health and nutritional issues concerning pregnant or nursing women, infants and children;
  • Principles and techniques of nutrition counseling;
  • Research and communication methods;
  • Principles and theories of public health;
  • Word processing and computer applications;
  • Social marketing and media advocacy;
  • Health-related data interpretation and analysis.

    Program specific (applicable) Federal, State, County, Department, and Division laws,

  • Regulations, policies and procedures;
  • Local, State and Federal programs that provide assistance to rural and / or underserved populations;
  • Environmental, psycho / social and cultural issues encountered in a rural areas;
  • Principles and methods of program monitoring;
  • Principles of supervision, training, education, and team building;
  • Fiscal management principles;
  • Effective customer service principles and standards.

    Ability to :

  • Plan, assign, and supervise the work of other personnel;
  • Demonstrate effective writing skills that require minimal editing; write grant applications;
  • Interpret health-related data;
  • Establish and maintain effective working relationships;
  • Interpret federal, state, and local laws and regulations and applicable data relating to public health and social service programs;
  • Develop & manage a budget;
  • Conduct effective public presentations for diverse groups;
  • Design, edit and review brochures, advertisements and newsletters;
  • Develop effective, evidence based education and outreach materials;
  • Evaluate effectiveness of assigned health education programs.

    Develop and conduct community-wide nutrition assessments including food insecurities, food desserts etc.

  • Speak effectively in public;
  • Assemble and analyze information and prepare written reports and records in a clear, concise manner;
  • Review and implement programmatic guidelines established by State and Federal agencies;
  • Maintain accurate records;
  • Coordinate program planning with multiple agencies and individuals;
  • Use independent judgment and discretion in monitoring programs;
  • Make sound, thoughtful decisions;
  • Effectively administer program budgets;
  • Use computers for data and word processing;
  • Plan, direct, train, supervise, and evaluate the work of others;
  • React calmly and professionally in an emergency and / or stressful situations;
  • Establish and maintain effective working relationships with stakeholders and staff;
  • Organize and prioritize a variety of projects in an effective and timely manner;
  • Assist staff supervised with setting priorities and monitor critical deadlines;
  • Work independently and as a team member;
  • Use English effectively to communicate in person, over the telephone and in writing;
  • Show leadership, coordinate staff and delegate tasks.

    Training and Experience :

    Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be :

    Possession of a Bachelor's Degree in Public Health, health education, biology, physical science, environmental health science, or a related field, and at least three years of full-time, paid experience in performing community health education or other closely related health education duties.

    A Master's Degree in public health (MPH) may substitute for one year of experience.

    Graduation from an accredited four-year college or university with a Bachelor's degree in nutrition sciences, community, clinical, or public health nutrition or dietetics.

    Five (5) years public health program oversite and one (1) year of supervisory experience is desirable.

    Other combinations of education and experience may be considered.

    Special Requirements :

    Requires a valid California driver's license.

    Must complete periodic training and education courses to meet requirements of

    WIC / SNAP / NEOP program.

    TYPICAL PHYSICAL REQUIREMENTS

    Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 30 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.

    TYPICAL WORKING CONDITIONS

    Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and / or public and private representatives in interpreting and enforcing departmental policies and procedures.

    DISTINGUISHING CHARACTERISTICS

    This class is distinguished from the HES class by having both programmatic and primary supervisory responsibilities. The Health Education Specialist Supervisor will plan, organize, lead and supervise the work of staff in specific Public Health programs, including preparing grant applications, defining scope of work, and developing and monitoring budgets as well as other duties as assigned.

    DISASTER SERVICE WORKER

    In addition to our everyday duties, we have an added responsibility to help in a declared disaster. Under California law, all public employees are Disaster Service Workers and may be called upon in the event of a disaster. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Government Code 3100-3102; Labor Code 3211.92(b).
