Definition
The Public Health Nursing Supervisor is responsible to plan, coordinate and monitor assigned Public Health Nursing Programs; supervise and train nursing staff; to plan and conduct a variety of public health clinics and services; provide nursing, educational and health counseling services in collection with the control and prevention of disease and adverse health conditions; and to do related work as required.
Examples of Important and Essential Duties
The following is used as a partial description and is not restrictive as to duties required.)
- Plan, organize and direct special public health programs such as : Immunization Program, California Children Services, communicable disease program. MCAH nursing, Health Care Program for Children in Foster care, nursing home visiting, and overall nursing practices. Contribute in the preparation of grant proposals and budgets.
- Provide supervision and training for assigned staff. Oversees and participates with the Immunization site and clinics; provides supervision for clinics.
- Participates and or supervises professional staff participating in meetings with "special needs" or "High-risk" populations.
- May address local groups and represent the department on community boards and in community organizations.
- Develops plans and direct resources consistent to programs goals and objectives; assists with determining funding needs for the program; develops and monitors program budget and county-wide program plans.
- Acts as the PHN Director in the provision of the Nurse Practice Act standards.
- Ensures County compliance with program requirements and State and Federal Laws and regulations; assists with the preparation of program and service policies and procedures.
- Plans, organizes and provides public health nursing services, health instruction, counseling, and guidance for individuals, families, and groups regarding disease control, health awareness, health maintenance, and rehabilitation in a clinic setting;
- Provides public health nursing expertise in a variety of settings, including collaboratives and coalitions
- Creates program and service policies and procedures.
- Provides referrals; teaches and demonstrates health practices to individuals and groups; instructs clients in family planning, sexually transmitted disease prevention including follow-up, and immunization procedures.
- Identifies individual and family problems which are detrimental to good health; works with the families to alleviate health problems and promote good health habits.
- Refers and coordinates the care of individuals and families with other public and private agencies; identifies special health needs for assigned cases.
- Directs staff in recommending and implementing services; assists individuals and families with implementing physician recommendations.
- Directs staff in planning and performing epidemiological investigations in homes, schools, the community, and public health clinics.
- Prepares appropriate records and case documentation, arranges follow-up services based on findings; confers with physicians, nursing staff, and other staff regarding public health programs, patient reports, evaluations, medical tests, and related items.
- Works with multidisciplinary teams for the purpose of creating a plan of service for at risk families; works with community groups in identifying public health needs, developing needed public health services, and improving existing public health services; prepares reports and maintains records; complies statistical information for appraisal and planning purposes.

Training and Experience :
Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be :
Completion of sufficient education and experience to meet State of California Public Health certification requirements.
One (1) year of public health nursing experience comparable to a Public Health Nurse I / II with Trinity County.
Two (2) years of increasingly responsible work experience in an administrative or supervisory capacity is desirable.
Completion of a Master's Degree in Public Health, or a related health field, is desirable.
Special Requirements :
Possession of a valid license as a Registered Nurse in California.
Possession of a Certificate as a Public Health Nurse issued by the California State Board of Registered Nursing.
Possession of, or ability to obtain, an appropriate valid California Driver's License.

TYPICAL PHYSICAL REQUIREMENTS
Sit and stand for extended periods; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 50 lbs.; corrected hearing and vision to normal range; verbal communication; use of medical and office equipment, including computer, telephone, calculator, copiers, and FAX.
TYPICAL WORKING CONDITIONS
Work is performed in clinic, office, and home environments; exposure to communicable diseases and blood borne pathogens; routine contact with other staff and the public. Incumbents are expected to follow universal precautions. Incumbents may be required to drive in remote areas of the County in all weather conditions.
DISTINGUISHING CHARACTERISTICS
This is a supervisory position. Assignments include the supervision of all nursing staff, program planning, development and monitoring of public health programs Nursing Case Management and coordinating / consulting with social worker staff on the medical needs of clients for protective service programs (Adult Services / IHSS / Child Welfare Services), and act as the public health nursing director for the provision of the Nurse Practice Act. The incumbents also perform a wide scope of public health nursing duties. This class is distinguished from the Public Health Nurse I and II by the assignment of a higher level of public health program responsibilities and supervision of professional and paraprofessional staff.

Health Services Program Manager and / or higher level leadership staff.
CLASSIFICATIONS SUPERVISED
Provides supervisory oversight and work of Public Health Nurse I / II and Community Health Nurse LVN and / or RN, and paraprofessional staff within the Health Services Branch.
