This recruitment will establish an employment list to fill current and any future vacancies for those County departments that have this position, which are the General Services Agency and Probation department.  The anticipated life of the employment list is six months.  If interested in employment for this position for current or future vacancies within these departments, please submit an online application for consideration.


The current vacancy is with the General Services Agency located in Visalia. The anticipated life of the list is six months.


Assist management in planning and implementing new services or changes to existing services; identify and analyze alternative methods or solutions to difficult operational or administrative problems, procedures, systems and situations; compile information, prepare and present recommendations for department management to consider; analyze work flow and recommend work improvement/efficiency methods; review and analyze requests to fill positions and to change staffing patterns in order to maintain fiscal control and adequate levels of service; identify and solve project or work process implementation problems; communicate and coordinate with inter-department staff experts, other County departments or agencies, or community agency sources in identifying alternative work solutions; schedule and conduct meetings for the coordination of projects from initial concept through to completion; assist in the review and preparation of the annual department budget by preparing salary projections, compiling and analyzing relevant data for specific line items, and preparing justifications for budget; monitor specific programs budgeted or line items; prepare agenda items for Board adoption; may make presentations of agenda items before the Board of Supervisors; make presentations before executive management, other department or agency staff, and any other stakeholder groups; prepare bid specifications or waivers, negotiate with vendors, finalize bid recommendations, and present to management; may represent the County department in the community and at professional meetings as required; review proposed or new legislation and administrative or managerial developments related to departmental services and analyze impact to make recommendations to management; prepare grants or identify funding sources, manage grants, and review goals and objectives to ensure continued funding; identify and initiate project work including recommending methods for evaluation of project and determine cost analysis; respond to requests for information from State or other agencies regarding departmental services or programs; coordinate department activities with other governmental and outside agencies; supervise, train, and evaluate staff; respond to sensitive and complex complaints and requests for information; write policies and procedures; may assist with personnel administration; use personal computer applications to assist in completing work such as spread sheets and word processing; attend various seminars and workshops to maintain and update job knowledge. Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.


Education: Graduation from an accredited college or university with a Bachelor's degree in business or public administration, accounting, economics, organizational management, or closely related field.


Experience: Three (3) years of progressively responsible administrative experience in policy analysis, complex project management, budget analysis related to local government, fiscal, managerial, or personnel administrative work, one (1) year of which in a supervisory capacity. 


Knowledge of: Principles and practices of management analysis and organizational design, public administration, budgeting and financial management; federal, state, and local governmental organization; research methods and techniques, and methods of report preparation; principles and practices of personnel selection, evaluation, and management; governmental budget preparation and control; statistical data collection and analysis techniques; methods, and practices; principles and practices of supervision; standard office procedures and practices.


Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; analyze organizational and administrative problems and situations, and recommend and implement an effective course of action; communicate clearly and concisely, verbally and in writing; properly interpret and make decisions in accordance with applicable laws, regulations, and policies; operate a personal computer using standard word processing and spreadsheet software in order to produce reports, tables, charts and other materials; monitor and control the expenditure of funds consistent with an approved budget; prepare complete and accurate written reports and other documents; establish and maintain cooperative relationships with those contacted in the course of work; apply statistical methods in the analysis of management methods and problems; plan, prepare and make oral presentations to large groups; understand, interpret and apply provisions of Federal, State and local legislation, rules, and regulations pertinent to the administration of department policies and programs; retain and recall a wide variety of information for long periods of time; follow complex written and verbal instructions; maintain various records; convey complex concepts and procedures to lay persons; ability to work in a dynamic and fast paced work environment; ability to multi task and manage complex priorities.

Conditions of Employment

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.
