Current vacancy is with the Tulare County Regional Transit Agency (TCRTA) located in Visalia. The anticipated life of the list is six months.
Prepares or assists in the preparation of minutes for TCRTA and related commissions and committee meetings. Prepares, distributes and places legal notices and publications before and after TCRTA Board, commissions and committee meetings. Reviews, prepares, types, indexes and files TCRTA Board, commission, and committee minutes, resolutions, agreements, contracts and other documents. Anticipates the need for reference or presentation materials to be used in meetings or conferences and assembles materials for distribution. May act as administrative support to one or more boards, commissions or committees. Schedules meetings, workshops or conferences, including arrangement for rooms, equipment and related needs. Prepares and distributes meeting agendas, attends and takes minutes of meetings. Summarizes and types minutes of meetings from electronic recording devices or handwritten notes and distributes minutes as appropriate. Prepares and disseminates public meeting announcements or notices. Responsible for the organization, maintenance and disposition of files or records, correspondence, official information or documents. Act as receptionist and answer inquiries concerning TCRTA actions and procedures by phone, mail, computer or in person. Interprets county, state and federal information related to TCRTA functions, procedures and programs as appropriate and authorized. Assists in planning events and coordinating catering, ticket sales, sponsorships and related items. Participates during on and off site special events, including the coverage for, set up of and dismantling of TCRTA booths. Operates a variety of office-equipment including an office computer, audio-visual equipment and recorder. Logs and secures incoming checks and monies. Verifies check payments to accounts. Assists in purchasing office supplies, scheduling office equipment maintenance, and computer IT repairs. Makes travel and lodging arrangements for TCRTA staff, including registering staff for conferences. Processes and distributes incoming and outgoing mail, including large quantity mail-outs. Assists with implementation of new software, programs, policies, and procedures. Prepares reports, graphs, charts, spreadsheets, digital media or various visual aids for presentations to boards, commissions or the public. Acts as a liaison for various other county departments, community groups or agencies. Assist in identifying accounting and reporting needs; as applicable provide solutions to these needs by coordinating with the Data Processing Department to accomplish program changes or to design/revise reports. Analyze, accounting, and management of transit purchasing activities. Assist with year-end closing of accounting records and preparation of the financial statement. Prepare and present fiscal, administrative and human resource agenda items as requested.
Education: Equivalent to completion of the twelfth(12th) grade.
Experience: Three (3) years of progressively responsible clerical or administrative support experience, preferably including experience in a public agency providing responsible clerical support for an elected board, appointed commission or committee.
Knowledge of: Office procedures including filing and indexing. Receptionist and telephone techniques. Note taking sufficient to take accurate minutes of meetings. Basic mathematical computations. Office and personal computer equipment and software.
Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers. Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment. Communicate with people from various educational and socioeconomic backgrounds. Remain flexible under pressure of meeting deadlines. Type 45 wpm. Take dictation sufficient to cover TCRTA Board, commission, and committee meetings. Maintain cooperative working relationships with others. Work tactfully and courteously with members of boards, commissions, and committees
Conditions of Employment
Candidates selected will be required to pass a pre-employment drug and alcohol screening.
