Under general supervision, plans, organizes, coordinates, and administers alternative sentencing and community work/service programs; provides site supervision of program participants; conducts interviews and assessments for placement of program participants; evaluates projects and sites; plans, estimates, and secures supplies, equipment, and materials for projects; fosters cooperative working relationships with various public and private groups; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the assigned program supervisor. May provide technical and functional direction to assigned staff. Exercises supervision of program participants.
CLASS CHARACTERISTICS
This is a fully competent classification responsible for coordinating and implementing the County’s alternative sentencing and community work/service programs. Responsibilities include working with other County departments and external agencies to identify opportunities for projects; procuring resources; interviewing and conducting placement assessments of program participants; ensuring compliance with applicable department and County policies and procedures; and maintaining records and reporting statistics related to the program. - Plans, organizes, coordinates, and administers alternative sentencing and community work/service programs; establishes projects, schedules, and methods for providing program services; recommends improvements or modifications.
- Interviews and assesses participant knowledge, skills, and abilities before assignment to a project/work site; determines which assignment each participant is best suited for based on the assessment; provides training, orientation, and guidance and explains program rules and guidelines.
- Supervises, coordinates, and participates in the day-to-day work of program participants including performing facilities maintenance such as but not limited to carpentry, plumbing, electrical, painting, landscaping, grounds keeping, and custodial work, as well as office administrative support such as but not limited to copying, filing, sorting, and assembling documents.
- Trains participants in procedures and safety standards and practices; inspects work in progress or upon completion; directs basic performance corrections.
- Completes daily reports of attendance, hours worked, resources utilized, and work performed.
- Meets with other County departments, government agencies, schools, and non-profit agencies to evaluate projects and sites for scope, cost, timeline, and safety; schedules projects and completes work orders.
- Estimates costs, orders, and maintains inventory of supplies, tools, equipment, and materials.
- Documents and implements disciplinary action as necessary for inappropriate behavior; recommends and documents termination of individuals’ program participation as necessary; provides related court testimony as necessary.
- Ensures compliance with program, department, and County policies, procedures, and safety protocols.
- Documents work-related accidents and incidents and prepares related documentation as directed; processes workers’ compensation paperwork.
- Operates and maintains a variety of hand and power tools and equipment used in the building and maintenance trades; operates and maintains vehicles to transport participants; follows preventative maintenance schedules for tool, equipment, and vehicle repair; implements equipment safety, maintenance, and repair procedures.
- Prepares and maintains accurate and complete program records; prepares clear and concise reports on program projects and activities.
- Performs other related duties as assigned.

Ability to:
- Coordinate, direct, and implement alternative sentencing and community work/service program suited to meet the needs of the community and Probation Department.
- Perform construction, maintenance, and repair of buildings, equipment, grounds, and facilities.
- Safely and effectively use and operate hand tools, mechanical equipment, power tools, and light to medium equipment required for the work.
- Maintain tools and equipment in a clean working condition providing for proper safety and security.
- Design and layout projects; accurately determine project material needs and recommend purchases.
- Plan, schedule, assign, and oversee activities of program participants; train participants in work procedures and safety standards.
- Safely operate a vehicle to transport program participants.
- Interpret and apply applicable federal, state, and local laws, rules, and regulations and County policies and procedures.
- Read, interpret, and apply a wide variety of technical information from manuals, drawings, specifications, layouts, blueprints, and schematics.
- Maintain accurate logs, records, and basic written records of work performed.
- Understand and follow oral and written instructions.
- Make accurate arithmetic calculations.
- Organize own work, set priorities, and meet critical time deadlines.
- Operate modern office equipment including computer equipment and specialized software applications programs.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be
Equivalent to the completion of twelfth (12th) grade and;
Two (2) years of experience in construction, landscape, and/or maintenance setting. Experience working with individuals in an authoritative capacity is preferred.
Licenses and Certifications:
- Possession of, or ability to obtain, a valid California Driver’s License, by time of appointment.
- Possession of, or ability to obtain, a valid California Class B Driver’s License with appropriate endorsements within twelve (12) months of appointment.
Other Requirements:
- Must be able to successfully pass a Department of Justice fingerprint check and a non-sworn public safety background investigation.
Construction, landscape, and/or maintenance experience.
Experience working with individuals in an authoritative capacity is preferred.
