POSITION: CYS CPS.GPS SUPERVISOR

Full-Time; 80 hrs./pay

DEPARTMENT: CHILDREN, YOUTH AND FAMILY SERVICES

Troy A. Wood Human Services Complex, Franklin, PA

PAY GRADE: Human Services Non-Exempt Pay Grade 6 $21.97/hr.

Overall Objective of the Job

Supervises and supports a group of GPS/CPS Investigators and ensures proper functioning of the Children & Youth Intake Unit as required by established regulations, policies, and procedures.

Essential Functions of the Job

1. Supervises the investigations of allegations of child abuse and neglect.

2. Supervises the investigation of general protective service referrals and child protective service referrals.

3. Assigns work to a group of GPS/CPS Investigators.

4. Reviews and evaluates the case assignments, services, actions taken, information provided, and decisions made by caseworkers in the delivery of services both in oral consultation and review of record documentation.

5. Provides daily instruction, support, and direction to staff regarding any issues and ensures compliance with state and agency policies and procedures.

6. Reviews referrals and case records and makes assignments; conducts on-going review of cases to meet the 10-day review regulations.

7. Assists those workers supervised to recommend and implement various casework services to assist clients with difficulties.

8. May provide direct investigative services to a designated caseload of clients, if required.

9. Suggests referrals to other agencies in order to assist in meeting clients’ needs.

10. Conducts performance reviews of GPS/CPS Investigators and addresses any related personnel issues within department.

11. Prepares reports, summaries and documentation as required and needed on client records and progress; utilizes computer frequently for record-keeping/reporting requirements.

12. Participates in training sessions for GPS/CPS Investigators.

13. Assists in development of case management plans and monitors progress of same.

14. Oversees unit Orders of Court to ensure that required information is relayed.

15. Assists and supervises preparation for court reviews and hearings, and testifies as required at court hearings on clients’ behalf, as necessary.

16. May make necessary arrangements according to individuals’ needs including referrals/contacts to other community services/agencies to help meet immediate needs.

17. Maintains accurate documentation and records on individuals and their progress and assures that assigned staff do the same.

18. Reviews and analyzes case records to evaluate the quality-of-service coordination.

19. Assists in the development of Agency policy and procedure.

20. Attends certification training as required under Act 151 of the Child Protective Services Law, Title 23 PA. CS & Chapter 6.

21. Provides orientation and initial training outside of FOUNDATIONS through demonstration and explanation of tasks and activities necessary for job performance, to include but not limited to:

  • Laws and regulations as well as Agency policy
  • Social work and protective service knowledge, skills and professional development
  • Arrange for training needs to be met

22. Holds regularly scheduled individual supervisory conferences including 10-day reviews.

23. Completes necessary filing and maintenance of records.

Other Duties of the Job

  • Attends training, in-services, and meetings as required.
  • Attends certification training as required.
  • Testifies at court hearings as required.
  • Is a mandated reporter of suspected child abuse.
  • Performs other related work as required.
  • Position has on-call responsibilities.

Supervision Received

Receives regular instruction and supervision from CYS Program Director in regard to daily work duties and responsibilities.

Supervision exercised

Supervises a group of assigned GPS/CPS Investigators caseworkers in the Children and Youth Intake Department.

Working Conditions

1. Works indoors in adequate workspace, lighting, temperatures, and ventilation.

2. Works with average indoor exposure to noise, but subject to frequent disruptions and stress.

3. Normal indoor exposure to dust/dirt.

4. Works in conditions of potential outbursts or disruptive behavior of consumers.

5. Travels frequently during all seasons and is exposed to outdoor elements, including snow and icy roadways.

6. Works frequently outside the office and is exposed to above average dust/dirt/odors and smoke.

7. Periodically works beyond normal work hours and/or maintains flexible work schedule.

8. Participates in the supervisory on-call rotation for the Protective Intake Crisis Unit.

PHYSICAL AND MENTAL CONDITIONS

1. Must possess above average ability to record, convey, and present information, explain procedures, and follow instructions.

2. Must perform the functions of the job in a high-stress environment, i.e., shifting priorities, strict deadlines.

3. Must be able to sit and/or drive for long periods throughout the work day, with intermittent periods of standing, walking, bending, twisting, and reaching as necessary to carry out essential duties of job.

4. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs, torso necessary to carry out duties of job.

5. Sedentary work, with occasional lifting/carrying of objects with a maximum weight of fifty (50) pounds.

6. Must be able to cope with the physical and mental stress of the position.

7. Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak.

8. Must be able to pay close attention to details and concentrate on work.

9. Must have above average ability to think clearly and act decisively.

Knowledge, Skills, and Abilities Required

1. Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties.

2. Must possess effective communication and interpersonal skills.

3. Must possess initiative and problem-solving skills.

4. Must possess ability to function independently, have flexibility, and the ability to work effectively with clients, co-workers, and others.

5. Must possess ability to maintain confidentiality in regard to client information and records.

6. Must possess ability to operate personal computer and related software, to type and utilize other office equipment, and to prepare required reports.

7. Must possess ability to make accurate observations and documentation of it in regard to clients’ needs and make determinations of risk assessment.

8. Must possess the academic knowledge and some skill in promoting therapies and social service work and skills with children and youth and families.

9. Must possess knowledge of child development and the ability to conduct assessments and investigations.

10. Must possess ability to provide structured and unstructured life skills instructions and guidance to clients as needed.

11. Must possess the ability to express empathy and understanding to all clients.

12. Must be able to interact effectively with children and youth, department staff, counselors, attorneys, and the courts.

13. Must be able to work effectively with persons involved in the criminal and/or juvenile justice system

14. Must be able to rapidly establish rapport with consumers having behavioral health, substance abuse, or intellectual challenges

15. Must have some knowledge of the judicial and court system as it relates to child services.

16. Must have transportation available and a willingness to travel for work-related job duties.

17. Act 33/34 clearances required.

Qualifications

Two years of professional experience in public or private social work and a bachelor’s degree with major coursework in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences; OR an equivalent combination of experience and education which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences.

Clearances:

  • Must obtain Act 151 PA Child Abuse History Clearance and Act 34 PA State Police Criminal Clearance within thirty days of employment. These clearances must be updated every two years.
  • Must obtain FBI Clearance only once.
  • Copies of all clearances will be forwarded within thirty days to the Human Resources Department to be filed in personnel folder.
