Major Functions
The County of Volusia is seeking an experienced Affordable Housing Specialist to join the Community Assistance Division Housing team. This position is located in DeLand, Florida. The Housing Specialist will be responsible for coordination of State and Federal initiatives related to housing programs. The primary responsibility of the candidate is to coordinate strategies or projects utilizing grant funding which may include State Housing Initiatives Partnership (SHIP), HOME Investment Partnership (HOME), or special disaster funding allocations.
Illustrative Duties

- Coordinates the homebuyer assistance program by completing the following duties that include but aren't limited to determining applicant eligibility, tracking project statuses, managing project budget, preparing mortgage satisfactions and payoffs, monitoring tax deed sales, and mortgage repayments.
- Coordinates the affordable housing partners including eligibility, training workshops, fair housing activities, and ongoing compliance.
- Coordinates the contract management of Community Housing Development Organizations (CHDO) and other; multi-family projects (local government contribution), and small rental developments.
- Prepares template agreements and amendments for homeownership counseling services and processes funding requests.
- Processes and tracks program income received.
- Maintains project budget and client trackers.
- Proposes and interprets policies for division operations.
- Reviews and answers correspondence.
- Coordinates and prepares program reports and performance data.
- Analyzes data and makes recommendations based on analysis.
- Provides public notices; prepares and distributes to news outlets and community organizations.
- Maintains a comprehensive records management system.
- Initiates projects and works independent of close supervision.
- Prepares reports including conclusions and recommendations for solutions of administrative problems.
- Represents division or activity manager at meetings of civic organizations or County staff meetings.
- May serve as backup to the Housing Construction Specialist and complete tasks related to owner occupied rehabilitation projects.
- Performs special projects as directed.
- May be assigned to other county locations based upon operational needs.
- Attends work on a regular and consistent basis.
- Must adhere to Federal, State, County and Local ordinances.
- Responds to emergency situations.
Minimum Requirements
Six (6) years of experience in Business Administration, Public Administration, Political Science, Social Services, or related field, and administrative experience or equivalent experience.
Bachelor's degree in Business Administration, Public Administration, Political Science, Social Services, or related field, and two (2) years administrative experience or equivalent experience.
A comparable amount of education, training and experience may be substituted for the minimum requirements if the comparable experience, training and / or education has a direct relationship to the duties of the position being advertised.
Must possess a valid driver's license at time of hire.
Must possess and maintain a valid Florida Driver's License within thirty (30) days of hire.
