Activity Project Manager-Working Title: Housing Activity Manager

Major Functions

This position has highly responsible administrative work with the primary responsibility to identify, develop, and implement programs designed to assist with housing; specifically, for low- and moderate-income clients. In addition, the Housing Activity Manager will develop goals and lead activities to measure service quality, train staff in best practices and develop relevant policies. This position is responsible for providing leadership, managerial oversight of multiple home construction programs and grant management of direct services provided with federal and state funding. The successful candidate will have strong leadership and decision-making skills and will be able to solve problems by capitalizing on the strength of staff members. Candidate must possess excellent communication skills both orally and in writing with the ability to prepare reports, correspondence, and make formal presentations to the public.

Illustrative Duties

  • Develops program goals, objectives, and strategies to provide housing programs to include homeowner rehabilitation, emergency repair, homebuyer assistance, wind hazard mitigation and emergency response grant programs, etc.
  • Plans, directs, and supervises construction contracts to include inspections, scopes of work, solicitations, award, construction conferences, milestones, and accomplishments.
  • Monitors programs and projects through to completion and ensures compliance with plan specifications and schedules.
  • Offers technical expertise and consultations to contractors to facilitate project success.
  • Identifies information and resources necessary to assess community needs.
  • Directs daily operations of the housing activity.
  • Directs budget planning and management for each program area.
  • Participates in organizational, strategic and tactical planning for the division.
  • Provides project and program management.
  • Supervises and evaluates staff performance standards and measurements.
  • Conducts or arranges for staff training; promotes staff development and growth.
  • Ensures compliance with federal, state and local policies, procedures and guidelines.
  • Responsible for implementing actions to ensure continuous quality improvement.
  • Maintains and promotes customer service focus.
  • Prepares and delivers written and oral presentations.
  • Designs and implements any new programs and services that are newly funded.
  • Participates in hiring processes including personnel actions including corrective actions and terminations.
  • May serve or represent the division at advisory board and community meetings.
  • Ensures compliance with personnel policies.
  • Promotes high performance teamwork.
  • Organizes staff to effectively carry out projects and programs.
  • Plans and assigns responsibility for staff orientation and development.
  • Maintains personnel and payroll records for the activity.
  • Represents the division with appropriate community groups.
  • Coordinates community efforts that are consistent with activity goals.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Minimum Requirements

Nine (9) years of experience in Business Administration, Finance, Public Administration, Social Work, or related field, and progressively responsible administrative and supervisory experience managing a community or housing program.

OR

Bachelor's degree in Business Administration, Finance, Public Administration, Social Work, or related field, and five (5) years of progressively responsible administrative and supervisory experience managing a community or housing program.

A comparable amount of education, training, or experience (e.g. Associate’s degree with seven (7) years of professional level experience in community or housing program to include at least one (1) year of experience supervising personnel) may be substituted for the minimum requirements.

Must possess and maintain a valid Driver's License at time of hire.

Must possess and maintain a valid Florida Driver's License within thirty (30) days of hire.

  • Knowledge of various federal and state grant programs.
  • Knowledge of program and budget planning.
  • Knowledge of home construction processes.
  • Knowledge of federal and state regulations as they pertain to programs and budgets.
  • Ability to accomplish goals through subordinates.
  • Ability to coordinate and work with advisory boards to accomplish goals.
  • Ability to effectively supervise and manage employees.
  • Ability to plan and manage workflow in order to ensure that programs are administered in an efficient, effective and timely manner.
  • Ability to manage a diverse group of employees that may in the field.
  • Ability to prepare reports, correspondence, and make formal presentations.
  • Ability to establish effective working relationships with staff and clients, co-workers and other professionals and the general public
  • Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.
  • Ability to respond to emergency situations.
  • Ability to communicate effectively both orally and in writing.

  • Must be able to relocate to other county locations based upon operational needs.

Supervision

REPORTS TO: Community Assistance Director

SUPERVISES: Office Specialist II, two Administrative Specialist, three Project Coordinators

Mental Demands: Ability to read and comprehend professional and technical journals and manuals; legal documents, statutes, ordinances; financial reports; letters, memos, instructions, etc. Ability to speak publicly and extemporaneously; conversant in theory, policies and procedures of discipline. Ability to perform general mathematical functions. Ability to write agendas, legal documents, letters, memos, policy, procedures, etc. Ability to analyze data and develop conclusions. Ability to identify and resolve problems.

Physical Demands: Ability to see, speak, hear, bend, stoop, and reach. Ability to push, pull, and/or carry 15 pounds. Visual acuity (peripheral vision and depth perception) necessary to operate a motorized vehicle.

Environmental Demands: Mostly inside work with some field work including project site visits. Limited exposure to inclement weather (rain, heat, humidity, cold).
