The County of Volusia is seeking an Assistant Accounting Director. This position is located in Deland, FL and will be responsible for assisting the Accounting Director with planning, directing, coordinating, and implementing, various accounting-related projects and systems in the Accounting Division. Candidate must have excellent accounting and analytical skills, as well as, outstanding written and oral communication skills.


Expected hiring range based on qualifications and experience  $90,000-$113,236**
**Pay range includes $6,500 certification pay if eligible

Incumbent assigned to this classification is at-will and serves at the discretion of the County Manager.

  • Assists the Accounting Director in the overall direction of the Accounting Division.
  • Assists with planning, directing, evaluating, training and supervising professional and clerical staff engaged in governmental accounting, accounts payable, payroll, fixed assets, grant accounting, and accounts receivable.
  • Assists with decision making regarding hiring, discipline, and promotion of division staff. 
  • Assists with planning, directing and coordinating work plans; assists with assigning projects, programs and activities; reviewing and evaluating work products, methods and procedures.
  • Identifies and resolves problems.
  • Assists with the analysis and evaluation of existing procedures as needed, and implements needed changes.
  • Prepares, analyzes and verifies journal vouchers, work papers, and financial statements.
  • Assists with the coordination and preparation of the County's Annual Comprehensive  Financial Report, Annual Financial Report to the State of Florida Chief Financial Officer, Popular Annual Financial Report, Annual Report on County debt and various other financial reports.
  • Assists external auditors in the annual audit by furnishing necessary data, responding to specific inquiries, and preparing certain tables and schedules.
  • Attends work on a continuous and regular basis.
  • Responds to emergency situations.
  • Must adhere to Federal, State, County and local ordinances.
  • Performs other duties as assigned, including special projects assigned by the Accounting Director.

Eight (8) years of progressively responsible experience at the supervisory level in (A) financial administration and accounting for a general-purpose government or (B) auditing of general-purpose governments in which three (3) of those years should be in preparation of local general-purpose government’s Comprehensive Annual Financial Report, as defined by Governmental Accounting Standards Board (GASB) Codification Section 2200.a. Years of experience as a licensed Certified Public Accountant where at least 50% of the candidate’s time is spent auditing local government entities that prepare Comprehensive Annual Financial Reports may be substituted year-for-year for this requirement.

OR

Bachelor’s Degree or higher in Accounting, Taxation, or related field, and at least four (4) years of progressively responsible experience at the supervisory level in (A) financial administration and accounting for a general-purpose government or (B) auditing of general-purpose governments in which three (3) of those years should be fiscal years of experience in preparation of a local general-purpose government’s Comprehensive Annual Financial Report, as defined by Governmental Accounting Standards Board (GASB) Codification Section 2200.a. Years of experience as a licensed Certified Public Accountant where at least 50% of the candidate’s time is spent auditing local government entities that prepare Comprehensive Annual Financial Reports may be substituted year-for-year for this requirement.

Must possess a valid driver's license at time of hire. 

Must obtain a valid Florida driver's license within 30 days of hire and maintain thereafter. 

  • Knowledge of generally accepted accounting principles and procedures for governments, and ability to apply such knowledge to accounting transactions.
  • Knowledge of accounting practices and administrative policies.
  • Knowledge of Federal, State and County laws, ordinances and procedures relative to governmental accounting.
  • Knowledge of effective internal controls. 
  • Ability to prepare complex financial reports in compliance with Governmental Accounting Standards Board or other similar standards setting board.
  • Knowledge and ability to solve accounting and accounting system problems. 
  • Able to implement new standards issued by the Governmental Accounting Standards Board, new Florida Statutes, and other requirements imposed by outside entities. 
  • Ability to develop advanced Excel spreadsheets, graphs, summaries, presentations and reports. 
  • Ability to communicate effectively, both orally and in writing.
  • Ability to analyze financial information to ensure accurate accounting and financial reporting. 
  • Ability to establish and maintain effective working relationships. 
  • Ability to interact effectively with co-workers, auditors, other departments, other governmental agencies, and consultants. 
  • Ability to effectively manage, schedule, train, monitor, and evaluate assigned staff.
  • Ability to manage projects such as the annual County audit or requests for proposals.
  • Ability to prioritize workload effectively.
  • Ability to work under stressful conditions.
  • Must be able to relocate to other county locations based upon operational needs.

 

ADA REQUIREMENTS:

Physical Demands: Able to perform the essential duties and responsibilities and meet the minimum qualifications.  Primarily sedentary work. Ability to lift, carry, push, and/or pull 10 pounds.  Ability to hear and speak; talk; finger dexterity. Visual acuity (e.g. depth perception, peripheral vision) necessary to operate a motorized vehicle.

 

Environmental Demands: Inside work.

 

Mental Demands: Ability to read and comprehend technical and professional manuals and journals; financial reports; abstracts; legal documents; memos, instructions, letters. Ability to perform advanced mathematical functions. Ability to write reports, financial reports, memos, letters, summaries. Ability to speak clearly and concisely; conversant in theory, policy and practices of area of discipline. Ability to analyze data and develop conclusions.

Ability to identify and resolve problems.
