What are the responsibilities and job description for the Civil Engineer II - Working Title: Assistant Project Manager - Engineering & Construction position at County of Volusia?
- Makes engineering investigations and prepares report of findings.
- Assists supervising engineers in review of plans or reports prepared by private registered engineers.
- May be assigned as engineer to a special complex project or in a lead worker capacity on routine design assignments.
- Performs design work on projects as assigned. Assists in the planning and directing of an engineering section or unit.
- Leads technicians and/or engineers of the lower level in assigned tasks as directed.
- Prepares preliminary cost estimates on projects.
- Assists in supervision of construction and inspection of complicated highway, structural, drainage, water supply, and sanitary sewerage projects.
- Performs on-site inspections of projects.
- Assists in the planning, supervision, operation and maintenance of major Public Works facilities, including highways, bridges, water supply, sanitary sewerage, and drainage facilities.
- Coordinates work with other divisions, contractors, inspectors, etc.
- Prepares solicitation documents.
- Reviews and negotiates consultant contracts.
- Reports on project status.
- Performs specialized civil engineering functions and duties within the division.
- Performs related work as required.
- May be assigned to other county locations based upon operational needs.
- Attends work on a regular and consistent basis.
- Must adhere to Federal, State, County and Local ordinances.
- Responds to emergency situations.
- Performs other duties as assigned.
Seven (7) years of experience in Civil Engineering and project management design with emphasis on public works projects; or registration as a Florida Professional Engineer and experience in civil engineering design with emphasis on public works programs; or three (3) years as a Civil Engineer I with the County.
OR
Bachelor's Degree in Civil Engineering and three (3) years of experience in civil engineering design and project management with emphasis on public works projects; or, registration as a Florida Professional Engineer and three (3) years of experience in civil engineering design with emphasis on public works programs.
A comparable amount of education, training, or experience may be substituted for the minimum experience.
Must possess and maintain a valid driver's license at time of hire.
Must possess and maintain a valid Florida driver's license within thirty (30) days of hire.
- Knowledge of mathematics through trigonometry and its application to engineering computation.
- Knowledge of the principles and practices of civil engineering.
- Knowledge of modern development, current literature, and sources of information regarding public works design, construction, operation, and maintenance.
- Ability to coordinate and review the work of technical and clerical assistants.
- Ability to perform engineering and inspection work on complicated highways, structural, water supply and sanitary sewerage projects.
- Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.
- Ability to respond to emergency situations.
- Ability to communicate effectively both orally and in writing.

Ability to write business letters, evaluations, and summaries.
