The County of Volusia is seeking an Environmental Specialist II - Working Title: Land Management Specialist for the Resource Stewardship Division. This position will be located at various locations throughout Volusia County and will be responsible for developing and implementing resource management as well as recreation/public access and educational projects on conservation lands. Responsible, professional work developing, implementing and managing conservation land management projects, studies and programs.

  • Develops, manages and implements land management projects and provides oversight of, studies, leases or programs dealing with prescribed fire, invasive species, timber management, natural resource education, monitoring, natural communities, vegetation and wildlife.
  • Evaluates data to determine management needs and effects of management activities.
  • Develops and maintains public recreational areas and assets such as trails, campgrounds and informational kiosks.
  • Contributes to the expansion and maintenance of interpretive exhibits and displays.
  • Assists in project and funding proposal development in collaboration with colleagues and partners.
  • Drafts, edits and submits written content for newsletters, annual reports, brochures, promotional materials, and social media.
  • Obtains necessary permits from local, state and federal agencies.
  • Completes reporting requirements associated with programs, studies, grants, etc.
  • Conducts, plans, and supervises prescribed burning and other land management activities for natural resource maintenance and enhancement.
  • Prepares and implements land management plans for natural resource management, restoration and public use potential.
  • Operates equipment such as ATV's, tractors, bull dozers and other heavy equipment to manage habitat.
  • Supervises subordinate personnel, interns, volunteers, contract staff, etc. as required.
  • Creates presentations, responds to public inquiries and conducts educational tours of conservation properties.
  • Acts as technical advisor to the activity, division and department directors, and County Manager, as required.
  • Coordinates site specific land and resource activities with other divisions and governmental agencies.
  • Analyzes information and data and makes estimates and projections based on this data.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Six (6) years of experience in Biology, Ecology, Environmental Science, Forestry, Wildlife Ecology, Zoology or related field, and experience in natural land management.


OR


Bachelor's degree (BA or B.S.) in Biology, Ecology, Environmental Science, Forestry, Wildlife Ecology, Zoology or related field, and two (2) years' experience in natural land management. 


OR

Master's degree (BA or B.S.) in Biology, Ecology, Environmental Science, Forestry, Wildlife Ecology, Zoology or related field.


A comparable amount of education, training, or experience may be substituted for the minimum requirements.


Must possess a valid driver's license at time of hire.

Must obtain a valid Florida driver's license within 30 days of hire and maintain thereafter
  • Knowledge of the principles and practices of land management and habitat restoration.
  • Knowledge of the principles and practices associated with passive recreation and conservation education.
  • Knowledge and experience with the safe and effective application of prescribed fire.
  • Knowledge and experience with GPS, GIS and related computer software.
  • Knowledge and experience with forest management practices such as timber management, reforestation and exotic species control.
  • Knowledge of all environmental codes, ordinances, and rules related to land management activities.
  • Skilled in training and/or managing interns and volunteers.
  • Skilled in planning and conducting outreach and special events.
  • Ability to create interpretive materials (e.g., pamphlets, posters or displays).
  • Ability to identify and classify biological specimens.
  • Ability to have a strong work ethic in support of goals and objectives of the division, department and County.
  • Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.
  • Ability to respond to emergency situations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to work under stressful conditions.
  • Ability to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.

Mental Demands: Ability to read and comprehend technical and professional journals and manuals, reports, blueprints, and legal documents. Ability to write clearly and concisely; memos, letters, reports, and data collection documents. Ability to effectively speak publicly. Ability to perform mathematical functions. Ability to analyze data and develop conclusions.

Physical Demands: Ability to traverse uneven and/or wet ground. Visual acuity (peripheral vision, depth perception) is necessary to operate a motorized vehicle and other assigned equipment. Lift and carry 50 pounds. Ability to traverse uneven and/or wet ground. Ability to see, hear, talk, feel, kneel, reach, balance and climb. Visual acuity (peripheral vision, depth perception) to operate motorized vehicles.

Environmental Demands: Both inside and outside work. Exposure to inclement weather including humidity, heat, rain, cold, dust, mildew, noise and sun. Exposure to fresh and salt water, chemicals, mud, insects, toxic plants, snakes, and salt air. May be exposed to odors and toxic fumes. Medical monitoring may be required
