The County of Volusia is seeking an Environmental Specialist III for the Mosquito Control Division. This position is located in New Smyrna, Florida and will be responsible for professional work managing a complex environmental program(s) involving numerous and diverse projects, studies, and objectives.
EXAMPLE OF DUTIES

The omission of specific duties does not exclude them from the position.)Performs efficacy evaluations (laboratory, semi-field and field) of current formulations, both adulticides and larvicides, and application methodologies to assess efficiency of operations. Conducts an extensive insecticide resistance monitoring program for multiple mosquito species to the active ingredients of all products utilized in Mosquito Control’s Integrated Pest Management program. Provides control recommendations to staff and personnel related to both larviciding and adulticiding based on data from evaluations. Directs and oversees all laboratory and insectary operations. Reviews Integrated Pest Management control efforts against surveillance data, to make recommendations for future changes. Works with industry partners, to assess the utility of new formulations and technologies. Provides presentations to citizen-based and professional organizations. Develops education material for the public education and outreach. Performs work at lower levels including field sampling, survey and analysis, complaint review and investigation, environmental assessments and studies. Develops program goals and objectives. Coordinates and oversees interaction of separate projects into overall program goals. Coordinates program with outside agencies and other County departments/divisions. Researches, applies for, and monitors federal and state grants. Completes necessary reports, documentation, summaries, etc. associated with program area. Develops and implements in-house training and education material for staff. Manages intern and student worker programSupervises subordinate personnelDevelops and oversees all scientific research projects, including collaborations with other agencies. Coordinates with project managers and crew leaders for arbovirus disease response. Make presentations at public hearings and other public meetings. Attends work on a continuous and regular basis. Must adhere to Federal, State, County and Local ordinances. Responds to emergency situations. Performs related work as assigned.

Knowledge of principles and practices of Integrated Pest Management.Knowledge of mosquito biology and ecology.Knowledge of mosquito surveillance and control principles and practices.Knowledge of Florida Mosquito Control Laws Chapter 388, F.S. and Florida Administrative Code 5E-13.Able to prepare concise, accurate, technical and administrative reports, and to present verbal explanations of technical concepts and problems.Able to be a passenger on outboard and airboats, fly in a helicopter.Knowledge of standard larvicide and adulticide efficacy and bioassay evaluations and procedures.Ability to lead virus response, assess the situation and plan and schedule resources to appropriately respond and coordinate with others as needed.Ability to plan, develop and implement projects and programs pertaining to the local environment, integrated mosquito management, and mosquito-borne virus and disease.Able to understand and execute written and oral work orders and maintain required records.Able to plan, assign, and supervise the work of contractors or others.Knowledge of county and state environmental codes, ordinances and rules.Knowledge of the principles and practices of environmental science.Able to organize, develop, and administer multiple projects and assignments.Able to supervise subordinate personnel.Able to manage financial resources.Ability to speak effectively at professional and public meetings.Able to meet and deal effectively with the general public and to explain andenforce regulations firmly, tactfully, and impartially.Able to work effectively with other county, municipal, and state agencies and the general public.Ability to safely operate County vehicles and equipment.Able to work under stressful conditions.Able to communicate effectively both orally and in writing.Must be able to relocate to other county locations based upon operational needs.ADA REQUIREMENTS: Physical Requirements: Light to medium work.
