Primarily responsible for pre-incident planning, development, maintenance, implementation and use of Recovery Support Functions (RSF’s) associated with a county-level recovery framework. Also responsible for business continuity and disaster recovery planning work of considerable difficulty involving design, development, maintenance and execution of agency disaster recovery plans, and municipal liaison support services, policy development and implementation, and special projects.

  • Functions as the Emergency Management Division Recovery Planner or will act in any staff position within the Emergency Operations Center as determined by the Division Director or designee.
  • Supports the development of Emergency Management and homeland security policies, programs and plans.
  • Identifies areas particularly vulnerable to a disaster through the preparation of disaster plans and professional observation. 
  • Creates and perform updates to the county-level recovery framework to ensure the procedures and documentation contained therein are current.
  • Performs work in the designs, developments, maintenances, and testing of various components within the overall disaster recovery program. 
  • Develops testing of agency or infrastructure disaster recovery plans, independently coordinates the execution of recovery activities either at the agency or enterprise level, designs and implements disaster recovery planning.
  • Performs updates to the county-level recovery framework to ensure the procedures and documentation contained therein are current. 
  • Evaluates disaster recovery products and tools that best fit evolving disaster recovery program requirements.
  • Ensures planning efforts comply with local, State and Federal programs.
  • Provides prompt and effective response to, and recovery from, emergencies and/or disasters using emergency procedures and techniques.
  • Responds to emergency situations to provide the necessary coordination of emergency management needs using established emergency protocols and County policies.   
  • Responds back as directed after-hours, weekends and holidays as directed. 
  • May be directed to the Volusia County Emergency Operations Center or another remote location as needed.
  • Coordinates and facilitates planning and technical writing for programs within Volusia County Emergency Management, Recovery Support Function (RSF) personnel, Policy Group personnel and those others identified critical to the Mission Essential Functions (MEFs) of the Emergency Management Division.
  • Manages the review and update of the internal Volusia County Continuity of Operations Plan (COOP), County Departments (COOP), and Continuity of Government Plan (COG).
  • Conducts surveys to determine the types of emergency recovery related needs to be addressed in disaster planning, or to provide technical support to others conducting such surveys.
  • Researches current industry standards and technology and evaluates organizational needs.
  • Recommends improvements and develops strategies for implementation.
  • Represents Volusia County Emergency Management at task forces, committees, work groups, and other meetings.
  • Assists in coordinating with state, county, city, private sector, and non-profit sector partners to facilitate training and exercise needs focused on recovery.
  • Provides technical support, build capacity and provide compliance review of municipal and Emergency Management partners emergency management plans, policies, COOP, and procedures as requested by partner’s organizations.
  • Stays informed on activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation.
  • Assists with the design, facilitation and evaluation of table-top, functional and full-scale exercises for state, county, and local clients.
  • Prepares readiness of the Volusia County EOC in terms of form retrieval, critical infrastructure status boards, report generation, and hazard assessments as they relate to recovery.  
  • Serves as an emergency management team member during exercises, actual emergencies, and crisis situations. 
  • Acts as the Emergency Management Division Duty Officer on a 24-hour rotation schedule established by the Division.
  • Prepares staff reports on individual projects and presents these to Volusia County Command Staff, County and City Councils, Planning Commissions, and other various boards and commissions.
  • Assists in the administration and maintenance of WebEOC.
  • Assists in applying for federal funding for emergency management related needs; administers such grants and reports on their progress.
  • Interprets client agency development-related ordinances and procedures in association with the review of target-hazard development applications and in response to inquiries from the general public.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.
Eight (8) years of progressively responsible work in Emergency Management.
 
OR
 
Bachelor’s degree and four (4) years of progressively responsible work in Emergency Management.

A comparable amount of education, training and experience may be substituted for the minimum qualifications. 
 
Must possess a valid driver's license at time of appointment.
 
Must possess a valid Florida driver's license within 30 days of appointment and maintain thereafter.
 
  • Knowledge of the objectives, principles and practices of emergency planning, emergency management and homeland security concepts; strong written and oral communication skills; flexible ability to learn and consistently interpret regulations; and solid personal organization and workload management skills.
  • Knowledge of local government agency obligations under the National Response Plan, National Incident Management System (NIMS), Incident Command System (ICS), and the National Recovery Framework, is essential for successful performance.
  • Knowledge and experience with the Web Emergency Operations Center (WebEOC) system. 
  • Schedules, coordinates and directs the work of multi-functional groups operating under stress.
  • Supports and evaluates emergency preparedness, response, mitigation, and recovery plans and positional checklists.
  • Ability to prepare and deliver public education, training, and outreach presentations. 
  • Ability to address civic, government, and community groups to enhance public preparedness and explain Emergency Management program activities.
  • Ability to cope with emergency situations firmly, courteously, and tactfully. Including the ability to make decisions under extreme pressure, adverse conditions/weather, and extended work periods.
  • Ability to understand the formatting and document generation functions in Microsoft Office suite of products, and office equipment such as phones, copiers, and computers.
  • Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.
  • Ability to respond to emergency situations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to work under stressful conditions.
  • Ability to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.

Mental Demands: Ability to read and comprehend professional manuals, legal documents, ordinances, statutes, instructions, reports, abstracts, financial reports, letters, and summaries. Ability to write reports, evaluations, summaries, letters, financial reports, policies and procedures. Ability to perform general mathematical functions. Ability to speak effectively publicly and extemporaneously, conversant in policies, techniques and procedures of Emergency Management. Ability to analyze data and develop conclusions. Ability to identify and resolve problems.

 

Physical Demands: Ability to perform essential duties and responsibilities and meet the minimum qualifications. Sedentary work. Ability to see. Ability to lift, carry, push, and pull a minimum of 20 pounds, handle, climb, crouch/kneel, reach; finger dexterity. Visual acuity (peripheral vision and depth perception) necessary to operate a motorized vehicle.

 

Environmental Demands: Inside and some outside work. Requires occasional exposure to adverse weather conditions. May work in areas with hazardous conditions such as debris, flooding, etc. May require a significant degree of walking or standing.
