The County of Volusia is seeking a professional and highly experienced customer service driven individual to join the Grants Activity of the Community Assistance Division team as a Planner III, working title Human Services Grants Planner.  The position will be responsible for implementing various human services related to federal, state, and local grant program activities and may be responsible for supervising employees. Specifically, the position will be directly responsible for planning and oversight of the Community Services Block Grant (CSBG), Low-Income Home Energy Assistance Program (LIHEAP), Emergency Home Energy Assistance for the Elderly (EHEAP), and Children and Families Advisory Board program (CFAB).


This is highly responsible administrative work and may complete, supervise, implement, coordinate, monitor, and establish goals and objectives for the planning and grant programs of Community Assistance – specifically human services grants.  Additional responsibilities include:  analysis of community needs, demographic, census, geographic and other data to make estimates and projections of gaps of services or community needs; ensure compliance with federal and state grant regulations and requirements; development and management of complicated budget documents to ensure compliance with grant related set-aside categories, commitment requirements, and expenditure deadlines; supervision of program staff to ensure project completion; and, liaison to applicable advisory boards.

  • Plans, directs, and coordinates all aspects of the planning of grant programs, specifically human services grants, which includes planning, social services and monitoring.
  • Supervises grant implementation team for housing. 
  • Directs the preparation of all grant applications, i.e. CSBG, LIHEAP, EHEAP. 
  • Ensures open communication within the division.
  • Provides guidance in the development of performance and monitoring standards for all human services programs.
  • Coordinates planning activities for CSBG, LIHEAP, EHEAP, and CFAB through effective channels of communication.
  • Assists and evaluates production and progress toward meeting all goals and objectives of the grant programs and division.
  • Works with citizens advisory groups, non-profit organizations and community groups to identify area needs and activities for implementation.
  • Responsible for all human services grant programs the Community Assistance division is involved in. 
  • Coordinates with other social services agencies to identify needs for development of grant applications.
  • Researches various funding sources and develops applications.
  • Provides technical assistance for the development of public/private initiatives to non-profit and community based organizations.
  • Interprets and maintains regulations, statutes and contracts with federal, state and local government  community programs.
  • Prepares reports and correspondence to the public, local governments and other county divisions in the accomplishment of assigned duties.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Eight (8) years of experience in Public Administration, Business Administration, Political Science, Planning preferred and progressively responsible work in the administration of grant and/or community service programs or related experience.

OR

Bachelor's degree in Public Administration, Business Administration, Political Science, Planning preferred and four (4) years progressively responsible work in the administration of grant and/or community service programs or related experience.

A comparable amount of education, training or experience may be substituted for the minimum requirements. 

Must possess and maintain a valid Driver's License at time of hire.

Must possess and maintain a valid Florida Driver's License within thirty (30) days of hire.

  • Knowledge of various federal and state grant regulations, i.e. CSBG, LIHEAP.
  • Knowledge of fiscal management and budgetarycontrol.
  • Ability to develop programs and plans that benefit low/moderate income families.
  • Ability to plan and  direct the development of comprehensive applications andprograms.
  • Abilitytoworkwithcommunityorganizations,socialserviceagencies,citizenadvisoryboards,non-profit organizations.
  • Abilitytoestablishandmaintaineffectiveworkingrelationshipswithemployees,citizens,stateandfederal officials.
  • Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.
  • Ability to respond to emergency situations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to work under stressful conditions.
  • Ability to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.

Mental Demands: Ability to read and comprehend technical and professional journals and manuals; financial reports, letters, memos, abstracts, instructions; legal documents, ordinances and statutes. Ability to perform shop math. Ability to write reports, financial reports, memos, letters, manuals, instructions and procedures. Ability to speak publicly; conversant in theory and practices of discipline; persuasive speaking. Ability to analyze data and develop conclusions. Ability to identify and resolveproblems.

Physical Demands: Sedentary work. Ability to lift, push, pull and/or carry a minimum of 10 pounds. Ability to look at a computer screen for long periods and operate a computer keyboard and other office equipment requiring repetitive hand movement. Ability to speak, hear, and see.

Environmental Demands: Generally inside work.

Salary : $67,708 - $74,478
