The County of Volusia is seeking a Planner I for the Transit Services Division. This position is located in South Daytona, Florida, and will be responsible for progressive work coordinating planning projects related to Volusia County Transit Services; coordinating marketing and community outreach; assisting with bus stop improvement and coordinating inventory, ADA compliance, and assisting with transit planning activities.


  • Develops and maintains the bus stop inventory.
  • Administers Votran's website. Handles all the updates, postings, etc.
  • Prepares work orders for damaged or missing bus stop signs.
  • Conducts plan reviews for Florida Department Of Transportation (FDOT),County, and local developers to better incorporate transit into their projects.
  • Attends FDOT, county and city roadway project meetings as the transit system representative.
  • Provides ADA guideline assistance to various development projects that will incorporate transit stops.
  • Works with the marketing team to develop marketing strategies and promotional graphics.
  • Assists with educational outreach to the public.
  • Coordinates with Volusia County Community Information for their needs (i.e.press releases).
  • Attends Volusia Flagler TPO (Transportation Planning Organization) committee meetings primarily the Bicycle/Pedestrian Action Committee (BPAC).
  • Writes press releases for review and publishing by Volusia County Community Information.
  • Updates route maps and schedules in accordance with approved changes and coordinates with vendors for design and printing.
  • Researches the changes needed to routes, creates route change, schedules the changes and handles all information on detours on routes.
  • Coordinates with transit operations contractor for planned route detours.
  • Providesanalyticalassistanceforridershipcountsandreporting.
  • Provides graphic presentations for management staff.
  • Assists with ADA compliance for documents and presentations.
  • Conducts weekly performance tracking by route using Avail software.
  • Coordinates with IT division with software systems/applications installations, upgrades, etc.
  • Assists with various transit plans and programs.
  • Develops formal and technical reports, maps, and other related materials and gives presentations on topics related to assigned areas of responsibility at meetings and relevant conferences/workshops.
  • Conducts transit-related research projects; collects a variety of statistical data from transit software systems, other transit agencies, etc.
  • Assists in all planning projects.
  • Stays informed/educated on transit system innovations, best practices, etc.
  • Conducts various forms of transit related surveys.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.



Four (4) years of experience in Business Administration, Public Administration, Planning, or related field and progressively responsible experience in transit operations, planning, marketing, and coordinating projects.

OR

Associate’s degree in Business Administration, Public Administration, Planning, or related field and two (2) years of progressively responsible experience in transit planning, marketing, and coordinating projects.

A comparable amount of education, training, or experience maybe substituted for the minimum requirements.

Must possess a valid driver's license at time of appointment.

Must obtain a valid Florida driver's license within 30days of appointment and maintain thereafter.  

  • Knowledge of various federal and state grant programs.
  • Knowledge of modern office practices, procedures, and equipment.
  • Knowledge of division policies and procedures.
  • Ability to conduct research and prepare reports based on findings.
  • Ability to properly maintain county records to ensure compliance with State and Federal laws and regulations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to interpret policies and procedures.
  • Ability to analyze operations and recommend procedures to improve performance.
  • Ability to make sound management decisions based on available information.
  • Ability to coordinate various activities within an agency to improve performance standards and operations.
  • Availability Ability to work various hours/days to fit needs the needs of planning department activities.
  • Ability to study systems and make recommendations to improve or revise current systems.
  • Ability to serve the public and answer questions relating to the operation of the unit.
  • Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.
  • Ability to respond to emergency situations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to work under stressful conditions.
  • Ability to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.

TRAVEL REQUIREMENT:

Must be able to travel to various work locations based upon operational needs.

Mental Demands: Ability to read and comprehend technical and professional journals and manuals; financial reports, letters, memos, abstracts, instructions; legal documents, ordinances and statutes. Ability to perform general mathematical functions. Ability to write reports, financial reports, memos, letters, instructions and procedures. Ability to speak publicly; conversant in theory and practices of discipline; persuasive speaking. Ability to analyze data and develop conclusions. Ability to identify and resolve problems.

Physical Demands: Sedentary work. Ability to see. Ability to lift 10 pounds, carry, push, pull, handle, climb, crouch/kneel, reach, finger dexterity. Depending on assignment: Visual acuity (peripheral vision and depth perception) necessary to operate a motorized vehicle.

Environmental Demands: Inside work.
