Description

Yolo County Assessor / Clerk-Recorder / Elections (ACE) is currently seeking one (1) highly skilled and dedicated individual to join our team as a regular, full-time Deputy Assessor and is excited to offer a Hiring Incentive Program fora first-time external Deputy Assessor hire during Fiscal Year 2024-2025. The Position

The vacant at-will Deputy Assessor position plans, organizes, performs, and directs a complex appraisal and audit program related to real and personal property or valuation of unsecured business property and fixtures; supervises or oversees subordinate staff in the Appraiser or Auditor-Appraiser class series; develops and recommends assessment policies; and assists with short- and long-term program planning and difficult administrative decisions.

  • is an effective communicator and strategic thinker who embraces innovation and has experience preparing reports and presenting to various audiences including elected officials
  • is well versed in State and local laws, regulations, legislation, policies, and procedures including the California Constitution and California Revenue & Taxation Code
  • possesses knowledge of automated assessment systems and computer applications such as word-processing programs, databases and spreadsheets
  • has exceptional knowledge of appraisal and auditing techniques and standards including familiarity with current economic and real estate trends and financial records
  • has experience developing and managing cohesive, effective teams while properly handle sensitive issues with tact, diplomacy, and judiciousness
  • understands methods used in the valuation of all types of real and personal property
  • has project management skills and experience, including contract negotiation

Some duties specific to the vacant position may include, but are not limited to, the following :

  • Assists and participates in formulating, revising, and implementing department short- and long-range goals, objectives, policies, and priorities of the assigned programs, appraisal and auditing policy, operating practices and procedures, and program planning activities including legislative mandates, rulemaking policy, and advocacy for the department.
  • Reviews, analyzes, conducts, and coordinates special research projects, studies, and program processes or activities including researching and interpreting complex internal, local, and state policy issues, regulations, and legislation to determine operational impact and areas of improvement and prepare related written reports.
  • Analyzes and revises systems, forms, work procedures, and records management systems for efficiency and conformance to changes in industry practices, legislation, and local rules.
  • Manages and directs complex, sensitive appraisal and / or audit assignments; audits the financial records of businesses or real property including records involving sales of industrial and commercial propriety; and assists in solving difficult assessment problems.
  • Represents the Assessor's Office in assessment and auditing matters such as serving as an expert witness, defending determinations, and testifying before the local Assessment Appeals Board and courts in law and at meetings, speaking engagements, and in contacts with elected officials, the public, taxpayers' associations, and real estate groups; and explains appraisal practices, assessment policies, and related provisions of the Constitution and the Revenue and Taxation Code.
  • Employment Standards

    Education : Bachelor's degree from an accredited college or university with a major in accounting, business administration, economics, engineering, or a related field; AND

    Experience : Four (4) years of experience in a County Assessor's Office performing progressively responsible audit or appraisal work that includes the valuation of large commercial and industrial, non-homogenous agricultural, transitional or unique and specialized properties, of which one (1) year must have been in a supervisory capacity; AND

    Certificate : Possession of a valid Advanced Appraiser's Certification issued by the California State Board of Equalization (or succession agency). For incumbent who is responsible for the valuation of unsecured business property and fixtures, the above certification needs to include the Auditor-Appraiser designation.

    Substitution : Possession of a license as a Certified Public Accountant issued by the State of California, Department of Consumer Affairs Board of Accountancy may substitute for the required education.

    Experience in real property / business appraisal, audit appraisal, mortgage lending title work, and / or structural cost estimating may be substituted for up to two (2) years of the required education on a year-for-year basis. (Experience in real estate sales or transfers will not be considered as qualifying under this requirement).

    License : Positions in this classification require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties.     Acceptable forms of educational documentation are official / unofficial transcripts or copy of diploma that list the student's name, institution name, field of study and date the degree was awarded. For recent graduates who have not received proof of their degree, a letter from the registrar's office stating that all requirements for graduation have been met and listing the field of study will be sufficient proof of graduation.

    All foreign transcripts or diplomas must be in English. If the institution does not provide these documents in English, the applicant will need to provide a translation which has been done by a professional agency.   • Note : Foreign language documents must include a precise word-for-word English translation of all foreign language documents.
