POSITION SUMMARY
This position is responsible for oversight of quality management practices as defined by the Office of Developmental Programs (ODP) and the York/Adams MHIDD Administrative Entity of Intellectual Disability and Autism services. Experience with ODP services and supports is preferred but not required. The work of this position directly impacts the quality of services individuals receiving Intellectual Disabilities and Autism services receive in the community.
ESSENTIAL REQUIREMENTS
- A bachelor's degree with major coursework in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences and two years of professional experience in public or private social services
OR
- any equivalent combination of experience and education which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences and two years of professional experience in public or private social services
- Knowledge of the basic principles of supervision of staff.
- Knowledge of current case management and social work principles, practices, and methodology.
- Knowledge of human development and behavior including effectively working with individuals, family, and groups with a diagnosis of intellectual disability, autism spectrum disorder, and/or medically complex needs.
- Knowledge of the basic principles and methods of program interpretation and community organization.
- Knowledge of the rules, regulations, policies, and procedures which relate to the provision of social services.
- Knowledge of current social, economic, and health problems and available resources.
- Ability to plan, organize, and supervise the work of professional and non-professional social services staff.
- Ability to analyze, interpret, and evaluate case records and recommend sound course of action.
- Ability to orient, train, and coach subordinate staff on rules, regulations, policies, and procedures and provide technical assistance.
- Ability to establish and maintain effective working relationships with individuals eligible for services, families, agency staff, service providers, community stakeholders, state oversight and regulatory agencies, and the general public.
- Ability to make clear and pertinent statements in both verbal and written formats, including presentations to the community.
- Valid clearances are required for this position.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Responsible for the day-to-day supervision of agency staff as assigned, including regular employee supervision meetings.
- Attend and participate in supervisory staff meetings, team management meetings, and unit meetings.
- Perform Annual Performance Evaluations of assigned staff.
- Provide verbal and written reprimand for staff discipline, including preparing performance improvement or corrective action plans, and provide recommendations for progressive discipline to agency management.
- Review staff records to ensure quality documentation on a regular basis.
- Develop and maintain understanding of the practices of the Office of Developmental Programs and keep current with regulatory changes, specifically focused on eligibility for waiver and non-waiver services.
- Manage the Quality Assessment & Improvement (QA&I) for the Administrative Entity.
- Provide oversight of and direct Quality Management activities of the Administrative Entity.
- Meet annual ODP established training requirements if necessary for the ID-AE, including but not limited to completing Quality Management Certification from ODP within 6 months of hire.
