POSITION SUMMARY
A County Detective may be assigned to perform as a part of a trial team, or into any specialized area of County investigation. All County Detectives are expected to appropriately and independently accomplish on-call duty status, and report incidents to the chain-of-command as required. County Detectives will be required to investigate portions of private criminal complaints, as well as high- and low-profile complaints including prominent and non-prominent members of the community. Covert investigations may be required which may or may not include several means of surveillance as directed. Competent interviewing techniques are a necessity. County Detectives are expected to maintain the highest standards of performance, confidentiality and ethical integrity.
Detectives assigned to the Cyber and/or Forensic units will be responsible to acquire suitable certifications and memberships groups to ensure that he/she will be qualified as an expert in the field of forensic examinations to aid in successful and competent testimony. This may include Cellebrite, GreyKey, Axiom, and/or IACIS Basic Computer Forensics Examiner (BCFE), and other certifications as determined by Sergeant. Detectives assigned here will be tasked with forensically processing crime scenes and/or extracting data from a variety of digital devices, including cellular phones, GPS devices, tablets, computers, hard drives, memory cards, gaming consoles, or other internet-connected devices. They will also be expected to testify as an expert in various court hearings as needed.
Detectives may also be assigned other investigative tasks within the Detective Bureau as necessary.
A County Detective must possess Pennsylvania Act 120 Municipal Police Certification or a waiver for it as well as a valid driver’s license. It is preferred but not required that this individual have considerable investigative experience as a Pennsylvania Police officer or its equivalency. A County Detective must have at least 5 years of prior experience as a police officer.
County Detectives must achieve a passing score with regards to M.P.O.E.T.C. Firearms Qualifications requirements and annual Mandatory In-Service recertification requirements. County Detectives must possess the communication skills, ability to adapt and character to perform well with other law enforcement agencies, to achieve the highest success of coordinated investigations. These liaisons are an important ingredient to the success of coordinated agency efforts. County Detectives are expected to be able to assist in the education programs conducted for local law enforcement agencies and the community at large by the District Attorney and fulfill his/her goals in imparting law enforcement knowledge to all areas of local education. These subjects include but are not limited to: drug abuse, child abuse, auto theft, elder abuse, juvenile delinquency, insurance fraud, forensic investigation and processing of crime scenes.
ESSENTIAL REQUIREMENTS, DUTIES AND RESPONSIBILITIES
- Perform an array of investigative duties including but not limited to investigation of all PA Crimes Code violations, Traffic Code violations, Drug Act violations and violations of other laws and regulations of the Commonwealth of PA.
- Represent the District Attorney and/or Chief County Detective at meetings when assigned.
- Provide investigative support to law enforcement agencies as assigned by the Chief.
- Provide investigative and logistical support to the trial teams.
- Conduct internal and external investigations if assigned.
- Maintain certification in and operate the NCIC/CLEAN and JNET terminals.
- Conduct investigations pertaining to bingo licensing and small games of chance, including but not limited to the York Fair.
- Conduct personnel background investigations.
- Perform as a member of any tactical or investigative teams, including but not limited to the Drug Task Force, Forensic Team and SWAT Team.
- Maintain any certifications/trainings needed for the specific role in which the County Detective is assigned.
- Perform law enforcement, security and dignitary protection duties at special events.
- Any other duties assigned temporarily or permanently by a supervisor or member of the chain-of-command.
