Job Summary
POSITION SUMMARY
The Purchasing Director supervises, plans, and directs procurement of all supplies and services for all county departments by performing economic studies and making recommendations with significant financial consequences. She/he supervises the purchasing of supplies, processing of invoices and the operation of a large stockroom for bulk purchasing to achieve cost savings and oversees all deliveries. The Director is the administrator of the county credit card program and the County stock software application.

Responsibilities
ESSENTIAL DUTIES & RESPONSIBILITIES
- Develop county policies and procedures in compliance with state and local laws and regulations.
- Supervise and prepare all Invitations for Bid and Requests for Proposals, to assure legal compliance and terms and conditions that best serve and protect the financial interest of the County.
- Analyze bids and proposals submitted to determine responsiveness to the terms of the bid and the most competitive price. Make final recommendations to the County Commissioners to accept or reject a bid.
- Supervise the staff of the Purchasing Department.
- Responsible for the use of the County procurement card
- Prepare and maintain the purchasing budget.
- Must be able to work closely with department heads, elected officials, other government representatives, vendors, and have excellent communication skills and be able to handle various tasks at once. The Purchasing Department is a “service department” and provides assistance to all County departments.
- Analyze and create procedures to save money and time on County Purchases.
- County credit card administrator
- Audit all County credit cards
- Must be able to work closely with the Controller’s Office on a routine basis
- Responsible for reconciling procurement cards for Purchasing Dept and provide to Controller’s Office on a timely basis each month
- Collaborate with Controller’s Office for month-end and year-end reconciliation processes, regarding outstanding open purchase orders.
Essential Requirements
ESSENTIAL REQUIREMENTS
- Must have a bachelor’s degree in business administration or the equivalent 5 years’ experience of public procurement purchasing goods and services, processing requisitions and requesting competitive quotes with the responsibility of at least $10 million in purchases annually and at least 35 user departments of public procurement or a combination of experience and training.
- Extensive knowledge of policies, procedures, departmental and procurement activities.
- Must be able work closely with department heads, elected officials, other government representatives and vendors.
- Ability to procure without prejudice, seeking to obtain the maximum, ultimate value for each dollar of expenditure.
- Working knowledge in using PC’s including Microsoft Office (word, excel, outlook), internet and various internal specialized software packages.
- Ability and willingness to use good judgement in decision-making and to adhere to the highest ethical standard while performing purchasing functions.
- Ability and willingness to multi-task in a stressful environment and establish priorities.
- Excellent organizational and time management skills, accurate, self-motivated, and detail oriented.
