PRIMARY FUNCTION : In keeping with the Mission Statement and Principles of Covenant House, part of the Covenant House international network, is committed to giving homeless youth a safe haven, absolute respect, unconditional love, and a path to lasting independence through housing programs and providing a continuum of care through supportive services. The Director of Case Management is responsible for overseeing and supervising the Case Management team at CHT, ensuring high-quality, trauma-informed care services for youth experiencing homelessness. This position provides leadership in the development, implementation, and monitoring of individualized care plans, ensuring that youth are connected to essential resources and services. The Director of Case Management will work collaboratively with other staff members and community partners to promote youth well-being, self-sufficiency, and long-term stability.
Essential Duties and Responsibilities
Key Responsibilities :
1. Leadership and Supervision :
- Lead, supervise, and provide mentorship to case management staff, ensuring adherence to best practices in trauma-informed care.
- Create a supportive, team-oriented environment, promoting professional development and high-quality service delivery.
- Supervise and mentor practicum students, offering guidance, feedback, and support in their professional growth while ensuring they gain hands-on experience in case management with homeless youth.
- Develop and deliver training to both staff and practicum students on trauma-informed care, crisis intervention, and effective case management strategies.
- Conduct regular formal performance reviews and provide informal or corrective feedback as necessary to support the professional development of team members.
2. Client Case Management :
Oversee the development and implementation of individualized case management plans for each youth, addressing their specific needs, strengths, and long-term goals.Ensure youth access critical services including housing, education, mental health counseling, healthcare, legal aid, and employment support.Provide crisis intervention services to youth, facilitating immediate safety and stability in emergency situations.Advocate for youth residents to ensure they receive the necessary resources and support to rebuild their lives.3. Trauma-Informed Care :
Lead the integration of trauma-informed care principles across all aspects of service delivery, ensuring a supportive, safe, and empathetic environment for youth.Monitor and evaluate the effectiveness of trauma-informed practices and adjust strategies to improve youth outcomes and overall program effectiveness.Provide ongoing training and coaching to staff and practicum students on trauma-informed care techniques, emphasizing the impact of trauma on behavior and recovery.4. Practicum Student Supervision and Education :
Supervise and guide practicum students placed within the shelter, ensuring they receive valuable learning experiences that align with academic and professional requirements.Organize and facilitate regular supervision meetings, providing constructive feedback on student performance, progress, and areas for development.Assist practicum students in understanding the complexities of youth homelessness and trauma, helping them apply theoretical knowledge in real-world situations.Support students in developing their case management skills while fostering their growth into competent and compassionate social service professionals.5. Collaboration and Advocacy :
Build strong working relationships with external partners, including healthcare providers, educational institutions, legal professionals, and social services, to coordinate holistic care for youth.Advocate for the needs of homeless youth, working to ensure that they have access to vital services and are treated with dignity and respect.Promote awareness of youth homelessness and trauma-informed care within the broader community, collaborating with local organizations to strengthen resources and services for at-risk youth.6. Program Development and Evaluation :
Lead the development and implementation of case management programs tailored to the unique needs of homeless youth, ensuring alignment with organizational goals and trauma-informed best practices.Regularly assess and evaluate program effectiveness through data collection and analysis, making improvements as needed to meet the evolving needs of youth.Provide regular reports to senior leadership on program progress, challenges, and youth outcomes.7. Documentation and Compliance :
Ensure accurate and timely documentation of all case management activities, including intake assessments, case plans, and service delivery, in compliance with organizational policies and regulatory standards.Manage and oversee all data entry in the HMIS and ETO data systems on a monthly basis, ensuring accuracy and timeliness. Verify that monthly data is aligned with requirements before grant meetings.Actively participate in departmental and grant compliance audits to ensure adherence to all relevant standards and regulations.Maintain confidentiality and ensure the protection of youth residents’ rights, personal information, and dignity.Monitor and manage the inventory of YPP supplies and materials, ensuring staff have the necessary resources to meet the needs of the youth.8. Grant Compliance and Reporting :
Oversee the compliance of all grant-funded programs, ensuring adherence to grant requirements, timelines, and regulations.Prepare and submit required reports and documentation to funders, ensuring all data and financial information is accurate and up to date.Participate in grant compliance audits and site visits, assisting with documentation and responding to audit inquiries.Maintain a comprehensive understanding of grant terms, conditions, and deliverables to ensure that all services and operations are aligned with funder expectations.9. Grant Management :
Assist in the development and implementation of grant proposals, ensuring alignment with organizational goals and funder priorities.Track grant funding and expenditures, ensuring funds are allocated properly and in accordance with approved budgets.Work with leadership to ensure that grant-related activities are being executed as planned and within the scope of approved budgets.Collaborate with team members to ensure that grant goals and objectives are met and reported accurately to funders.10. Budget Management :
Monitor and track program expenditures in alignment with grant budgets, ensuring that spending remains within approved limits.Work closely with finance and leadership teams to manage budget forecasting and adjustments as needed.Prepare budget reports and provide financial updates to ensure that funds are being used efficiently and effectively to support the shelter’s operations.11. Crisis Management and Support :
Provide support and guidance to staff in addressing crises involving youth residents, ensuring the immediate safety and well-being of all individuals involved.Develop and implement emergency protocols and crisis intervention plans to address urgent situations.12. Professional Development :
Pursue ongoing professional development in trauma-informed care, social services, and youth homelessness to remain up-to-date with best practices.Encourage and facilitate professional growth opportunities for staff and practicum students, including attending relevant conferences, workshops, and training programs.13. Program Model Training
Ensure that all staff understand and are proficient in the shelter’s Program Model work, which is designed to provide holistic, youth-centered care through a trauma-informed approach.Facilitate / Support training sessions on the core components of the shelter’s model, including case management practices, youth empowerment, conflict resolution, and engagement techniques.Work closely with staff to ensure that the shelter’s model is consistently integrated into everyday practices and that staff are confident in applying it in their work with youth.14. Self-Care and Professional Development :
Engage in regular self-care practices to manage the emotional demands of the role.Participate in ongoing training, workshops, and professional development opportunities to stay informed about best practices in trauma-informed care and human trafficking prevention.Qualifications :
Education & Experience :
Master’s degree or higher in Social Work, Psychology, Counseling, or a related field, LCSW or LPC required.At least 5 years of experience in case management, with a minimum of 2 years of supervisory experience.Ability to provide supervision instruction to interns, practicum participants, and those seeking licensures.Understand, comply, and implement Trauma Informed Care concepts and Strengths Based Case Management.Strong understanding of youth homelessness, mental health, substance abuse, suicide prevention, understanding of LGBTQIA , and social service systems.Knowledge and experience in trauma-informed care practices, crisis intervention, and evidence-based therapeutic techniques.Skills & Abilities :
Strong leadership, management, and clinical supervision skills, with the ability to support and guide a multidisciplinary team.Deep understanding of the psychological and emotional challenges faced by homeless youth and the impact of trauma on mental health.Ability to assess and respond to crisis situations, including developing risk management plans for youth in acute distress.Excellent communication and interpersonal skills, with the ability to build trust and rapport with youth, staff, and external partners.Strong organizational skills and the ability to manage multiple projects and priorities effectively.Ability to work collaboratively across departments to ensure integrated care for youth residents.Working Conditions :
Work will be performed both in office settings and on-site at the shelter.Potential exposure to challenging behavioral situations or high-stress environments, requiring the ability to maintain composure and apply trauma-informed practices.Why Join Us :

About Covenant House Texas :
Covenant House Texas (CHT) opened its doors in 1983 to provide shelter for homeless, abused and abandoned youth ages 18 – 24. After more than 35 years of service, CHT offers an extensive continuum of care model for homeless youth including mental health and substance abuse counseling, educational and vocational training, transitional and permanent living programs, street outreach and prevention, pastoral ministry and parenting classes in addition to providing the basic necessities of food, clothing, medical care and safe shelter from the streets for youth in crisis.
Salary : $75,000 - $85,000
