General Definition of Work
Performs complex professional work planning, directing, and supervising prison services, programs, and staff, coordinating prison, work release and animal control operations with departmental and court needs, ensuring the preparation and maintenance of appropriate records, reports, and files, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the Assistant County Administrator. Departmental supervision is exercised over all personnel within the department.

Essential Functions
Manages the day-to-day operations of the corrections facility, the animal shelter and all associated programs such as meals, medical, transportation and work release; oversees and ensures the safety and security of all employees and inmates; maintains order and discipline.
Has administrative authority over all correctional officers including training and certification of those assigned to prison, road department and environmental management as it relates to supervising inmates. Reviews all candidates for certification as a correctional officer and submission of all paperwork required by the Peace Officers Standard and Training Council rules.
Recruits and selects personnel; supervises, assigns, directs, and inspects the work of staff; coaches, counsels, and evaluates staff performance; recommends rewards, transfers, and promotions; follows disciplinary procedures regarding reprimands, suspensions, terminations, and demotions; develops staff schedules and ensures shift schedules are covered either directly or through subordinates.
Prepares, reviews, and approves of daily, monthly, and State reports; compiles and analyzes data for centralized reporting efforts.
Develops, maintains, implements, and enforces policies and procedures for division operations based on Federal, State, and local laws and best security practices.
Establishes and maintains appropriate internal and external records and files including disciplinary reports, inmate grievances, classification requests, transfer requests, materials, and equipment for the operation of the facility.
Prepares, develops, and submits departmental budget; monitors expenditures; makes and approves purchases; approves payment of invoices.
Directs, investigates, reviews and resolves issues related to the inmate telephone system and data retrieval.
Coordinates with various County department heads, legal systems and agencies, and reviews and resolves all issues related to the animal control efforts in the County.
Reviews and responds to reports, inquiries, and complaints regarding staff, inmates, and facilities.
Encourages and promotes a culture of excellent service.
Knowledge, Skills and Abilities
Comprehensive knowledge of the security, rules, regulations, and procedures of the institution; comprehensive knowledge of the practices of modern penology as related to the supervision and care of persons under institutionalized restraint; ability to enforce institutional rules firmly and fairly; ability to detect potential behavior problems of inmates; ability to detect the early symptoms of common health problems; ability to carry out oral and written directions accurately; ability to supervise the activities of large groups of inmates; ability to prepare records and reports; ability to establish and maintain effective working relationships with associates, outside law enforcement representatives, attorneys, inmates, and the general public.
Education and Experience
Bachelor's degree with coursework in criminology, counseling, penology, or related field and considerable experience correctional institutional management including considerable supervisory experience, or equivalent combination of education and experience.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and repetitive motions and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, wearing a self-contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
Obtain Georgia Corrections Officer certification within six months.
Obtain Firearms Instructor certifications within one year.
Possession of Peace Officer Standards Training (POST) Instructor certification within one year.
Approval by the Georgia Board of Corrections as a Warden.
Favorable background history as determined by review of local, State and Federal records.
Valid driver’s license in the State of Georgia with a favorable driving history (MVR).
