What are the responsibilities and job description for the Utility Worker/Utility Operator I-IV position at Cowlitz County, WA?
This position performs technical duties associated with the operation and maintenance of County owned and operated water and wastewater systems including treatment facilities, pump stations, reservoirs, and all other components of the collection and distribution systems. This position also performs work for local Diking and Drainage Districts involving the inspection and maintenance of stormwater pumping stations, dikes, and levies. Day-to-day duties include operation, inspection, adjustment, installation, repair, and preventative maintenance of equipment following standard procedures. Ensures adequate process control and performs laboratory testing to maintain high treatment standards associated with public health, safety, and permit compliance. Executes the plans and programs associated with all systems that may fall under the administration of the Department of Public Works Utilities Division. Works as a team player with other operators to coordinate and complete work as required and assigned.

The County
Cowlitz County is a great place to live and work. - Operate, maintain and repair equipment commonly found in Level I / II / III wastewater and Level I / II / III water treatment plants and facilities such as: pumps, preliminary and primary systems, clarifiers, blowers, dis-infection equipment, valves, piping, and distribution systems, secondary systems and solids processing equipment, water and sewer connections, reservoirs, water mains, meters, valves, fire hydrants, pumps, pumping stations and appurtenances. All work must be performed in accordance to County, Federal, State and local agency requirements.
- Troubleshoot and take remedial or corrective action. Consult as needed for out of scope or non-ordinary matters.
- Maintain wastewater effluent within the national pollutant discharge elimination system (NPDES) permit conditions.
- Execute regular operations and maintenance plans and programs within approved policies and procedures.
- Collect and preserve samples following established procedures and perform routine laboratory analysis and process control tests. Observe, calculate and interpret results of lab and process control tests. Take corrective action to ensure compliance.
- Maintain regular and accurate records of operations and maintenance at the wastewater treatment plants, water facilities, and stormwater pump stations. Records must meet government and internal procedures and standards.
- Inspect the work of contractors in water and sewer related work/contracts. Track work and supplies orders.
- Assist in the preparation of the division’s annual budget.
- Accurately read and record data from various gauges and meters associated with distribution or treatment plants/facilities.
- Train new or supporting personnel in the proper and safe operation and testing of treatment facilities.
- Assist in the implementation of the operation and maintenance programs for the various independent Districts.
- Collaborate with other agencies during emergency situations.
- Perform general housekeeping and grounds maintenance at the facilities.
- Answer to emergency calls to attend to matters/issues relating to the wastewater treatment plants and water facilities.
- Attend and participate in staff meetings. Contribute ideas for the improvement and efficiency of general operations.
- Attend training seminars and conferences to stay up-to-date on modern technical skills and knowledge, legal and compliance updates and issues. Attain and maintain required certifications.
Non-Essential Duties:
- Perform other duties and projects as assigned by the Utilities Manager or Utilities Foreman.
Employees with the following certifications will be eligible to receive 3% out of class pay for each if not within their current job classification: Cross Connection Specialist and Water Distribution Management II or Water Distribution Management III through the contract expiration of 12/31/23
Minimum Qualifications:
- High School diploma or equivalent. Skilled in mathematics and algebraic functions.
- Possess a demonstrated degree of mechanical aptitude necessary to perform work according to the job description.
- Possess and maintain a valid driver’s license.
