Under direct supervision of the General Manager, ensures effective operations of the dispensary by overseeing and directing day-to-day operations. Specializes in maintaining efficient operations within the retail facility and coordinating communication and systems for people-related tasks. Trains employees on compliance processes and policies, supports and covers retail sales as needed. Honors and represents the mission, vision, values of Cowlitz Indian Tribe (CIT) and Q’anapsu Cannabis Dispensary.

While performing the duties of this job, the employee regularly is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee occasionally is required to climb or balance; and stoop, kneel, crouch, or crawl. The employee is occasionally required to lift up to 50lbs. Specific vision abilities required by this job include clarity of vision at close distances.
Work Environment
Work is generally performed indoors in a retail setting, under artificial lighting, where an employee may have frequent contact with the public. At times, work may be performed in a pop-up building, creating close quarters, and where traditional heating and cooling may not maintain a normal office temperature, and temperatures may become hotter or cooler depending on the outside weather. Exposure to dust, fumes, chemicals, airborne particles, and secondhand smoke is a regular occurrence. Employees are required to stand for eight or more hours. Extended work hours including evenings, holidays, and weekends are required. Tight time constraints and multiple demands are common.

Essential Duties & Responsibilities
- Works with cross-divisional teams to help build consensus on strategic objectives, goals, and operational plans.
- Supports General Manager in implementing store programs by working directly with the store’s team to execute action plans that meet operational and organizational objectives.
- Fosters a work environment that is cohesive and represents the mission, values, and brand guidelines.
- Promotes a culture of teamwork, provides clear direction, and establishes candid priorities.
- Maintains a flexible and open schedule to meet the demands of the store; supports staff by covering lunches, breaks, and absences.
- Cultivates a team environment to ensure exceptional customer service.
- Trains team and performs audits of compliance processes including safety, security and overall standard operating procedures.
- Presents recommendations to General Manager on how to improve business performance and efficiency.
- Ensures compliance with established health, security, and safety regulations.
- Maintains current knowledge of Q’anapsu Operating Plan and stays abreast of developments in cannabis laws, industry trends, and any other factor than could impact the ability to maintain best in class business operations.
- Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.
- Monitors facility and staffing; reports problems, accidents, unsafe conditions, or equipment trouble to General Manager.
- Improves staff effectiveness by tracking employee performance and assisting General Manager with feedback, coaching, and performance appraisals; recommends training for staff to General Manager.
- Oversees facility maintenance plan and execution including all equipment, furniture, and technology in conjunction with budget.
- Masters and maintains ability to operate point of sale (POS) system and its reporting function. Communicates software updates and business impact to the Q’anapsu management team and advises on process amendments accordingly.
- Collaborates with peers to ensure compliance with handling, storing, selling, and tracking of products.
- Supports timely delivery of staff schedules to be reviewed by the General Manager that consider appropriate break compliance, budgets, and adequate coverage to drive business performance.
- Acts as cash handling expert while leading till reconciliations, reporting and bank deposits. Collaborates with accounting to report and support resolution of any variances and train all staff to comply with cash handling policies and procedures.
- Maintains calendar for the retail facility and supports effective communication between staff as well as Cowlitz Indian Tribe leadership.
- Ensures identification and legal age is verified for all customers by all staff.
- Contributes to a team effort and accomplishes related results as required.
- Performs other duties as assigned.
- Knowledge of traditional form of government and tribal customs and traditions.
- Knowledge of cannabis products and strains, medicinal benefits, methods of consumption, and effects of products.
- Knowledge of business English, proper spelling, grammar, punctuation, and basic arithmetic.
- Skill in treating internal and external customers with tact, courtesy, and respect.
- Skill in operating various word-processing, spreadsheets, and database software programs in a Windows environment.
- Skill in supervising, training, developing, and evaluating staff.

- Associate’s Degree in Finance, Management, Business Administration, or a related field.
- Five years’ experience developing and implementing operational processes and procedures, with at least one year of experience in a supervisory role.
- Three years’ experience with hiring, scheduling, and developing a retail staff.
- A combination of relevant education and related work experience may be considered.
- Valid driver’s license is required when driving vehicles for work-related purposes.
- Must be able to successfully pass a background screening / investigation according to the established requirements below.
