POSITION: Tribal Community Service Officer
DEPARTMENT: Coyote Valley Police Department (CVPD)
REPORTS TO: Tribal Police Administrator
HOURLY RANGE: $24.00 - $30.00 (DOE)
Job Summary:
As a Tribal Community Service Officer, you will be responsible for conducting patrol duties, responding to calls for service, and investigating incidents as needed. You will be expected to interact with the community positively and professionally, promoting trust and cooperation between law enforcement and community members. Your role may involve responding to emergencies, preparing reports, and participating in community outreach activities. Community Service Officers should have a strong understanding of law enforcement procedures, be committed to community-oriented policing, and possess excellent communication and problem solving skills.
About The Department:
Created in 1996, the Coyote Valley Tribal Police Department supports approximately 250 tribal members and residents and serves a daily service population of approximately 1000 people who visit the casino, gas station, hotel, and reservation. The department operates under a community-oriented policing philosophy that centers on the Tribal community.
Essential Duties and Responsibilities:
- Provides general law enforcement services and assists Coyote Valley Tribal Police Administrator in enforcement activities which may include control of crime scene, aid with investigations, or patrolling of assigned areas, and writing reports.
- Assist with the preparation and documentation of cases; complete reports and records; prepare and maintain other logs and records.
- Assist with the investigation of traffic accidents and provide traffic and crowd control at events as necessary at the C-Store, Casino, Hotel and Tribal Government Buildings.
- Assist with coordination of crime scene control and investigation, including interviews and interrogations, identification of witnesses, and collection and preservation of physical evidence.
- May retrieve, identify and return found property and/or evidence to owners.
- May serve official Tribal Government and Tribal Court documents and subpoenas to Tribal community residents and visitors; research and locate person to be served.
- May provide emergency aid and assistance to incapacitated persons and request additional response.
- Monitor, direct and control routine and unusual traffic conditions.
- Provide live scan fingerprinting.
- Provide testimony in Tribal and State Court as needed.
- Learns and applies knowledge of enforcement and procedural aspects of criminal law and the legal obligations inherent in enforcement of those laws.
- Provide security at special events and crime scene, and/or conduct surveillance activity, and security of hospital detainees, as assigned.
- May serve as back-up to other local law enforcement agencies.
- Perform other duties as assigned.
Community Relations:
- Develop positive relationships with other law enforcement agencies, government officials, and community leaders.
- Must be sensitive to the needs of the Indian community, their culture, and traditions.
- Interact with and serve the Coyote Valley Tribe and community professionally, patiently, and compassionately.
- Patrol the Coyote Valley Reservation and investigate complaints on the Reservation.
- Maintain contact with citizens regarding potential law enforcement problems and cultivate good relationships with the general public.
- Establish and maintain cooperative working relationships with the public.
Patrol and Investigation:
- Conduct uniform patrol.
- Investigate and enforce Tribal Law and ordinance violations.
- Investigate and remove abandoned vehicles.
- Accompany Tribal Police Officers or fellow Community Service Officers on patrol of assigned areas to ensure the security of life and property, observe situations and deter crime by providing high visibility.
- Accompany Tribal Police Officers or fellow Community Service Officers in response to suspicious activities and answer emergency calls for service.
- Prepare reports and conduct investigations as required.
- Perform and/or assist with investigations, preserving evidence, and confiscating items possessed in violation of the law and ordinances.
- Perform assist with arrests and issuance of citations.
- May analyze evidence of facts and prepare reports that accurately portray situations to the court of jurisdiction. Testify in court when required.
- Assist law enforcement personnel of the BIA, U.S. Department of Fish and Wildlife Service, National Park Service, and State and Local agencies as required.
- Practice officer safety skills to ensure safety of self and others.
- Accompany Tribal Police Officers or fellow Community Service Officers in the transport of persons to court, jail, hospital, and institutions out of the county as necessary.
Communication and Interpersonal Skills:
- Collaborate with legal representatives to develop accurate and effective reports for trial purposes and provide professional testimony as necessary.
- Work unsupervised as a solo unit in responding to emergencies.
- Establish and maintain effective communication with prosecutors and other law enforcement agencies to ensure efficient handling of cases.
- Understand and carry out oral and written directions.
- Learn, understand, and interpret laws and regulations appropriately.
- Communicate verbally and write clearly and concisely.
- Prepare accurate and grammatically correct written reports.
- Must be able to resolve problems/conflicts diplomatically and tactfully without escalating public confrontation, disturbance, or issues within the department.
- Ability to analyze situations and adopt practical courses of action.
- Contact and cooperate with other law enforcement agencies in matters relating to the investigation of crimes and the apprehension of offenders.
- Knowledge of standard broadcasting procedures of a police radio system.
Additional Duties:
- Provide support to the Tribal Police Administrator, Tribal Police Officers and fellow Community Service Officers.
- Serve as bailiff for tribal court sessions.
- Participate in Tribal events, including non-profit events.
- Some travel is required to accomplish program and tribal goals and objectives.
- Proficiency in computers and word processing software.
- Ability to accurately monitor and maintain records.
- Ability to work independently and follow instructions.
- Must be willing to work rotating shifts, including nights, weekends, and holidays.
- Must always maintain professional behavior on and off duty.
- Must always maintain strict confidentiality on and off duty.
- Use and care for firearms.
- Must maintain detailed records of on-duty activities and reports of all official actions taken under the guidelines and procedures of the CVPD.
- Perform other duties as assigned.
Minimum Qualifications
- To perform this job successfully, an individual must have the following:
- High School Diploma and at least 5 years of experience in a related field (e.g., security, community service officer, patrol, etc.)
- Applicants must be 21 years of age by the time of appointment.
- Candidates must have a reputation for honesty and trustworthiness.
- Felony convictions will be disqualifying.
- Misdemeanor convictions may be disqualifying depending on type, number, severity, and recency.
- Basic knowledge of police methods and procedures, including patrol, crime prevention, traffic control, investigation, identification techniques, and police records and reports.
- Knowledge of and experience with criminal law, particularly concerning apprehension, arrest, and custody of persons committing offenses, including rules of evidence in traffic and criminal cases.
- Must be eligible to receive and retain appointment as a Bureau of Indian Affairs Special
- Law Enforcement Commission (SLEC) IF offered by CVPD.
- Must be willing to attend a Police Academy and successfully obtain a CA POST Basic certification IF offered by CVPD.
Desired Qualifications:
- Possess an associate degree, or higher, in Criminal Justice or Public Administration.
- Patrol experience in either state or Tribal laws.
- Possess SLEC Certification.
- Experience working with Tribal Communities.
- CA POST certificate.

The work environment characteristics described here represent those an employee encounters while performing this job's essential functions. The noise level in the work environment is usually moderate to loud. When on the casino floor, the noise levels increase to louder levels.
