What are the responsibilities and job description for the School Resource Officer position at COYOTE VALLEY TRIBAL COUNCIL?
The SRO performs three leading roles: law enforcer, mentor/counselor, and educator.
- Provide law enforcement and police services for the youth of the Coyote Valley community, Education Department, Afterschool Program, and Ukiah Unified School District as incidents pertain to Coyote Valley youth; investigate allegations of criminal incidents per police department policies and procedures; enforce tribal, federal, state, and local laws and ordinances; make appropriate referrals to juvenile authorities, governmental agencies, departments, program, or Courts.
- Work to prevent juvenile delinquency and truancy through close contact and positive relationships with students; initiate interaction with students in the classroom and general areas of the school building; be a positive role model.
- Develop crime prevention programs and conduct security inspections to deter criminal or delinquent activities; monitor crime statistics and work with local patrol officers and students to design crime prevention strategies.
- Establish and maintain a close partnership with Coyote Valley Education Department and school district administrators to provide a safe school environment; assist school officials with enforcing Board Of Education policies and procedures.
- Understand school policies regarding distinguishing disciplinary infractions to be handled by school officials versus criminal activity that warrants SRO involvement; consider diversion opportunities for youth, rather than arrest, when appropriate.
- Provide direct intervention to children who are victims, witnesses, or perpetrators of violent crime.
- Be visible within the school community; attend and participate in school functions; establish genuine rapport between students, faculty, and parents while being available to students, parents, and faculty before, during, and after school.
- Be a liaison for the school, police, and probation, and the community to keep all informed of the activities of others who may be at risk or inclined to cause problems.
- Develop and implement classes in law/safety-related education to support educational efforts; design and present law-related topics and the role of police in our society.
- Give assembly presentations on school safety, drug and alcohol abuse, bullying, and online safety.
- Work with guidance counselors and other student support staff to assist students and to provide services to students involved in situations where referrals to service agencies are necessary; assist in conflict resolution efforts.
- Participate in SRO Program evaluation by providing data and assisting with analysis and recommendations through partnership meetings.
- Must complete appropriate school resource officer training within one year of hire date.
- Attend educational and probation-related workshops and conferences to further working knowledge.
Emergency Response:
- Provide an initial response to all requests for assistance. To include responding to and stabilizing critical incidents, including major crimes, disasters, and other emergencies.
- Think and act quickly and appropriately in emergencies and assess situations and people accurately.
- Must demonstrate proficiency in handling firearms, defensive driving, and using and applying police equipment and resources.
- Able to operate an automobile at high speeds and during emergency conditions.
- Provide first aid in emergencies and call in additional medical/rescue help as needed.
- Work unsupervised as a solo unit in responding to emergencies.
Community Relations:
- Develop positive relationships with other law enforcement agencies, government officials, and community leaders.
- Must be sensitive to the needs of the Indian community, their culture, and traditions.
- Interact with and serve the Coyote Valley Tribe and community professionally, patiently, and compassionately.
- Patrol the Coyote Valley Reservation and investigate complaints on the Reservation.
- Maintain contact with citizens regarding potential law enforcement problems and cultivate good relationships with the general public.
- Establish and maintain cooperative working relationships with the public.
Patrol and Investigation:
- Conduct uniform patrol.
- Participate in all normal patrol activities, including enforcing tribal, local, and state laws issuing citations, making arrests, administering first aid, and transporting prisoners.
- Participate in crime prevention activities and training for the department.
- Prepare reports and conduct investigations as required.
- Perform and/or assist with investigations, preserving evidence, and confiscating items possessed in violation of the law and ordinances.
- Perform arrests and/or assist with arrests and issue citations.
- May analyze evidence of facts and prepare reports that accurately portray situations to the court of jurisdiction. Testify in court when required.
- Assist law enforcement personnel of the BIA, U.S. Department of Fish and Wildlife Service, National Park Service, and State and Local agencies as required.
- Responsible for the safety and well-being of persons arrested and/or detained for violations.
- Coordinate crime scene control and investigation, identification of witnesses, photographing, overseeing collection and preservation of physical evidence.
- Practice officer safety skills to ensure safety of self and others.
- Handcuff and search arrested persons and secure their custody.
- Transport arrested persons to court, jail, hospital, and convicted persons to institutions out of the county as necessary.
- Must carry, maintain, and be proficient in firearms.
Communication and Interpersonal:
- Collaborate with legal representatives to develop accurate and effective reports for trial purposes and provide professional testimony as necessary.
- Work unsupervised as a solo unit in responding to emergencies.
- Establish and maintain effective communication with prosecutors and other law enforcement agencies to ensure efficient handling of cases.
- Understand and carry out oral and written directions.
- Learn, understand, and interpret laws and regulations appropriately.
- Communicate verbally and write clearly and concisely.
- Prepare accurate and grammatically correct written reports.
- Must be able to resolve problems/conflicts diplomatically and tactfully without escalating public confrontation, disturbance, or issues within the department.
- Ability to analyze situations and adopt practical courses of action.
- Contact and cooperate with other law enforcement agencies in matters relating to the investigation of crimes and the apprehension of offenders.
- Knowledge of standard broadcasting procedures of a police radio system.
Additional Duties:
- Provide support to the Police Sergeant.
- Serve as bailiff for tribal court sessions.
- Participate in Tribal events, including non-profit events.
- Some travel is required to accomplish program and tribal goals and objectives.
- Proficiency in computers and word processing software.
- Ability to accurately monitor and maintain records.
- Ability to work independently and follow instructions.
- Must be willing to work rotating shifts, including nights, weekends, and holidays.
- Must always maintain professional behavior on and off duty.
- Must always maintain strict confidentiality on and off duty.
- Use and care for firearms.
- Must maintain detailed records of on-duty activities and reports of all official actions taken under the guidelines and procedures of the CVPD.
