Colonial Pipeline is the largest refined products pipeline in the United States, transporting more than 100 million gallons or 2.5 million barrels per day. Colonial transports various grades of gasoline, diesel fuel, home heating oil, jet fuel, and fuels for the U.S. military through a pipeline system. Colonial transports approximately 45 percent of all fuel consumed on the East Coast, providing refined products to more than 50 million Americans.
About the Compliance System Program Manager Position
The Compliance System Program Manager is responsible for ensuring that the organization’s compliance systems (policies, procedures, training, and audits) result in conformance to all regulatory standards, specifically those contained within 40CFR Part 1090. This position is crucial to support the Company, as instances of non-compliance can result in significant financial penalties and reputational damage. The Compliance Systems Program Manager plays a key role in identifying and mitigating potential compliance risks. This role will actively collaborate within industry organizations such as API, ILTA, and ASTM to grow the Company’s knowledge base and to enhance existing product quality processes.
What You Get to Do:
Conducting risk assessments, developing and implementing risk management procedures, and monitoring the effectiveness of the organization's compliance efforts.
Provides 40 CFR 1090 and Product Quality Expertise.
Reviews Operations workflows and procedures to ensure compliance.
Create procedures/workflows to ensure compliance and quality assurance.
Develops blending policies, procedures, and workflows.
Conducts Operational Compliance/QA Risk Assessments and performs Incident Investigations.
What You Bring to the Table:
Bachelor’s Degree in the disciplines of Science, Engineering, or related field of study from an accredited college or university; will consider a combination of experience and/or education.
Ideally, 10 years of Pipeline Quality Control, Operations, and/or Regulatory
Compliance.
The ability to travel up to 30% of the time to field and corporate facilities to meet with stakeholder groups as well as attend industry trade group meetings.
Knowledge of Fuel Compliance regulations and ASTM refined product standards.
Strong understanding of the laws and regulations that apply to the organization.
Ability to solve complex problems and work independently with minimal guidance.
Excellent communication skills to collaborate and influence various stakeholders while building strong relationships.
Commitment to consistently adhere to policies and procedures and be a positive example for others by demonstrating the Company’s core values of Respect, Accountability, Innovation, Safety, and Excellence in completing work assignments.

Master’s Degree in a related field of study.
Experience negotiating long-term (1 year or longer) refined product purchase and sales agreements, and familiarity with standard commercial terms including formula-based pricing, various modes of transportation, the Colonial Pipeline system specifically, and others.
Scheduling experience and supply chain knowledge for various modes of transport, pipeline, rail, truck, and/or waterborne.
Gasoline blending experience is related to product quality, blending components, and the economics/value generated from a blending operation.
Experience in BIO-based products and markets such as bio/renewable diesel and ethanol.
