Purpose/Introduction
Chevron Phillips Chemical (CPChem) is seeking a Rail Superintendent to join the Commercial team for the Golden Triangle Polymers (GTP) facility located in Orange, TX. This is an exciting opportunity to utilize your experience and be part of a team contributing to the design, startup, and operation of a new plant from the ground up.
The Rail Operations Superintendent will be responsible for the safe and efficient operation of all rail processes at the GTP plant and Storage-in-Transit (SIT) yard. This position will manage loading operations for approximately 24,000 hopper cars (HCs) per year, railcar switching, rail to truck transloading operations, hopper car washing, and rail car maintenance facilities. Additionally, this role will supervise, and coordinate activities performed by multiple contractor work groups with approximately 60 contractors and will report to the Rail Operations Manager.
This position will be assigned to the project location in Orange, TX and will transition to ongoing operations following commissioning and startup with an expected commitment through stable start-up operations.
Responsibilities
- Manage safety activities for rail switching, railcar loading, rail maintenance shop, HC wash facility, track maintenance, and transloading facility.
- Ensure compliance with Operational Excellence policies and procedures.
- Oversee approximately 60 contractors for various aspects of rail operations.
- Develop and maintain excellent working relationships with Class 1 railroads and contractors.
- Develop and manage operating budgets of approximately $6 million per year.
- Ensure corrective actions following incident investigations.
- Review and approve time sheets and invoices for all rail operations contractor personnel.
- Maintain equipment, rail infrastructure, and buildings to ensure safe and reliable operations.
- Develop and manage Key Performance Metrics for the rail SIT yard, rail maintenance shop, HC wash facility, and transloading facility.
- Manage the Management of Change (MOC) process for plant rail loading, switching, and SIT yard.
- Represent the GTP facility on Rail Safety and Yardmaster Improvement Teams.
- Provide Rail Operations input in weekly planning meetings.
Required Qualifications
- High School Diploma with 10 years of relevant logistics experience.
- 7 years of supervisory experience.
- Demonstrated safety leadership.
- Experience with Operational Excellence processes and policy compliance.
- Highly motivated and a self-starter.
- Excellent communication skills, process thinking ability, teamwork, leadership, and customer focus.
- Microsoft Office (Outlook, Excel, and Word) experience.
- Rail Transportation Management system knowledge.
Preferred Qualifications
- Prior rail operations experience (rail switching, rail track maintenance, railcar maintenance, railcar loading, and transloading operations).
- Ability to develop relationships with internal and external customers to identify improvements and efficiencies.
- SAP requisition and purchase order experience.
