Position Summary
The Technical Business Analyst’s role is to elicit, analyze, audit, specify, and validate data, metadata, and related systems to support the business needs of stakeholders and end users. This includes interviewing stakeholders and analyzing data to gather and compile user requirements and understand the people, process, technology, and data solutions needed to support enterprise data governance and analytics capabilities. The Technical Business Analyst will apply proven communication, analytical, and problem-solving skills to help the business make good data and technology decisions. The Technical Business Analyst will play a pivotal role in maturing Data Governance by developing and implementing policies and procedures that optimize data management areas such as metadata management, data architecture and design, data security, and data quality management. This position requires technical skills to operate within a data governance and catalog tool and requires an understanding of database structures and relationships. This position also requires communication skills to work with all levels of the organization and articulate the goals and strategic objectives of the data governance program effectively.

Tasks and Responsibilities
- Collaborate with Manager and team on strategy and roadmap, enterprise engagement and training, change management, and policy/standards development.
- Analyze and diagram business processes, functional requirements, and data flows.
- Identify and establish scope and parameters of requirements to define impact, critical business issues, outcome criteria, and metrics.
- Develop dashboards and insights to help achieve strategic objectives.
- Contribute to the architectural processes and technology solutions that provide data and visualizations, driving outcomes that support data integrity and quality.
- Stay current with technological trends (e.g., AI, Cloud governance) to drive best practices.
- Research, review, and analyze the effectiveness and efficiency of existing processes and develop strategies for improving them.
- Analyze and verify requirements for completeness, consistency, comprehensibility, feasibility, and conformity to standards.
- Develop and utilize standard templates to write requirements specifications accurately and concisely.
- Translate conceptual user requirements into functional requirements in a clear manner that is comprehensible to developers/project team.
- Where applicable, develop prototypes of interfaces and attributes based on user requirements.
- Create process models, specifications, diagrams, and charts to provide direction to developers/project team.
- Develop and conduct peer reviews of business requirements to ensure that requirement specifications are correctly interpreted.
- Assist with the interpretation of user requirements into feasible options and communicate these back to the business stakeholders.
- Communicate changes, enhancements, and modifications of business requirements – verbally or through written documentation – to project managers, sponsors, and other stakeholders so that issues and solutions are understood.
- Proactively identify quality issues through robust data analysis and analytical insights.
- Conduct continuous monitoring of processes and data quality to ensure ongoing compliance, optimization, and reliable business intelligence.
- Assist in conducting research on software and hardware products to meet agreed-upon requirements and to support purchasing efforts where needed.
- Participate in the QA of purchased or implemented solutions to ensure features and functions have been enabled and optimized.
- Participate in the selection of any requirements documentation software solutions that the organization may opt to use.
- Utilize Project Management principles in the execution of the effort across all phases (i.e. full SDLC) for different data and technology projects.
- Provide guidance and/or instruction to contractors and junior staff members.
Minimum Skills

- SQL experience.
- Experience in gas and/or electric utility domain and with related regulatory bodies.
- Related job certifications such as Six Sigma, Project Management Professional (PMP), or Certified Data Management Professional (CDMP).
- Experience in technical or policy writing.
- Experience in program, training, and curriculum development.
