As a Senior Personnel Analyst, you will be responsible for crucial areas such as recruitment, classification and compensation, and examination development. Your primary responsibilities will include:
- Supervising a team of clerical, technical, and professional staff.
- Advising City departments on position management.
- Conducting city-wide recruitments from start to finish.
- Performing classification and compensation studies.
- Conducting job analysis and developing civil service examinations.
- Responding to appeals in writing and verbally to the Civil Service Board.
- Interpreting and applying policies, civil service rules, and labor agreements.

We are seeking an experienced and motivated human resources professional with a strong background in classification and compensation work. The ideal candidate will be a self-starter with a proven ability to lead teams, train staff, advise on position management, and conducting comprehensive classification and compensation studies. The ideal candidate will be skilled in research and analysis, managing various types of recruitments, performing job analysis, and developing civil service examinations. Additionally, the successful candidate will have expertise in interpreting and applying policies, civil service rules, and labor agreements, and will be adept at responding to appeals. Finally, the ideal candidate will demonstrate the ability to address complex and ambiguous challenges within human resources with professionalism and sound judgment. Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Three (3) years of professional-level human resources management experience in the areas of recruitment/selection, classification and compensation, career development, and/or benefit and retirement programs. Experience in a public sector agency is preferred.
AND
Training/Education: Possession of a Bachelor’s degree from an accredited college or university with major coursework in business or public administration, human resources, or closely related field.
Substitution:
- A Master’s degree may substitute for one (1) of the three (3) years of experience.
- Additional qualifying professional-level experience may substitute for the required education on a year-for-year basis.
Proof of Education:
Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and/or copies are acceptable.
An application with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.
COMPENSATION AND BENEFITS:
The salary range for the Senior Personnel Analyst position is: $85,238.44 - $119,939.04 annually along with a robust benefit package.
Benefit Eligibility – Coverage begins for eligible new hires and their eligible dependents on the first day of employment if that date is the first calendar day of the month designated. If employment begins after the first, coverage will begin the first day of the following month.
Eligible Dependents – Employee’s spouse (the person legally married to under state law), State of California Registered Domestic Partner, your children, or your spouse/domestic partner’s children under the age of 26, your children or your spouse/domestic partner’s children over the age 26 if they are incapacitated due to a disability and primarily dependent on you for support, children named in a Qualified Medical Child Support Order.
- Remote work
- With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice.
- Insurance
- The City offers three medical providers: Kaiser Permanente, Sutter Health Plus, and Western Health Advantage. Employees pay the difference once City-paid contribution is applied. After the City contribution is applied towards your medical premium, any remaining funds will be applied to your chosen dental and/or vision premiums, unless you enroll in the City’s ABHP medical plan. In this instance, any remaining funds will be contributed to a Health Savings Account. City contributions are as follows:
- Employee Only $955.00/month
- Employee 1 $1,520.00/month
- Employee 2 or more $2,026.00/month
- Dental - The City offers two dental plans provided by Delta Dental – Delta Dental PPO (includes Orthodontic and Implants) and DeltaCare USA (includes Orthodontic). The dental plans include coverage for eligible dependents.
- Vision - The City offers two vision plans provided by Vision Service Plan (VSP) – a base plan and an enhanced plan. The vision plans include coverage for eligible dependents.
- Vacation accrual: Employees may accumulate up to a maximum of 480 vacation hours. Vacation accrual rate is based on years of service
- 0-5 years of service = 10 days/80 hours of vacation
- 5-15 years of service = 15 days/120 hours
- 16 years of service = 20 days/160 hours
- Sick Leave
- City employees accrue sick leave based on the number of regular hours worked. Full-time employees earn 96 hours of sick leave per year. There is no maximum accumulation.
- Holidays
- The City observes 13 official holidays and 2 floating holidays.
- Retirement
- California Public Employees’ Retirement System – The City contracts with the California Public Employees’ Retirement System (PERS).
- Miscellaneous employees (Non-Safety Civilian staff): 2% @ 55 retirement formula for Classic PERS members; 2% @ 62 retirement formula for new enrollees to PERS.
- For more specific information, refer to the City’s Labor Agreement for Unit 1.
- Social Security and Medicare – Both the City and the employee contribute 6.2% into Social Security and 1.45% into Medicare.
- California Public Employees’ Retirement System – The City contracts with the California Public Employees’ Retirement System (PERS).
