This position is with the Eaton Public Works Department.

STATEMENT OF PURPOSE
The Water Distribution ORC position is responsible for the operation, maintenance, and capital planning of the drinking water system, coordinating with the clerk’s office for billing, and working with the Water Wholesaler. This position also collaborates with the other divisions of the Public Works Department to ensure the overall success of the organization.

ESSENTIAL FUNCTIONS

•Ensures treated water quality is at or above State, Federal and Water Department standards.
•Assists in developing work schedules, and monitors performance of shift operators.
•Reviews operational logs and records to ensure accuracy and completeness.
•Evaluation of treatment processes.
•Completes special projects and studies related to water distribution.
•Provides budget recommendations and assists in purchasing new and replacement equipment.
•Performs site inspections and monitor maintenance activities to establish priorities and provide information for project development.
•Manage the Town’s Lead and Copper Rule requirements.
•Monitors pumping rates as needed.
•Keeps records of tests performed.
•Maintains, inspects, troubleshoots, reports, and performs maintenance and repair of water distribution system.
•Manages miscellaneous Town projects including any and all requests of Town management from major projects to minor renovations such as valve replacements, small pipeline replacement projects, manhole adjustments and repairs, materials transport, emergency repairs, routine maintenance program development for valve exercising, PRV’s.
•Performs plan reviews; performs oversight and provides recommendations and direction regarding all related submittals; analyzes and identifies any non-conformance with the Town's design standards. 
•Monitors expenditures to ensure compliance with approved budget; researches and analyzes all aspects and details of the budget to effectively represent the needs of the department.
•Develops, updates and implements policies, procedures, and codes pertaining to assigned operations, budget and distribution system.
•Represents the Town and serves as staff liaison to committees and provides direction and guidance and recommendations to management staff and citizen committees.
•Assists and coordinates with public works operations as needed on manpower and work scheduling. 
•Responds to emergencies and performs after-hours work as needed. Ensures maintenance of records for emergency service calls and other services as needed.
•Assists with the preparation of necessary reports for state and federal agencies to ensure compliance with applicable laws and regulations. 
•Participates in Public Works on-call rotation and in Town snow removal when required.
•Performs other duties as required and necessary to ensure the success of the organization.

Note:  Employees may be re-deployed to work in other capacities in their own agencies or in other Town agencies to support core functions of the Town during a Town-wide emergency declared by the mayor.

SUPERVISION
Directly manages the Drinking Water Operations in accordance with the Town's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees, planning, assigning and directing work including goal and direction setting, coaching, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.  KNOWLEDGE, SKILLS and ABILITY
•Ability to consistently promote, work, and act in a manner that supports the Town’s vision, mission and values. 
•Demonstrate thorough understanding of water operations, preventative maintenance, and emergency repair of equipment including, but not limited to, valves, pumps, motors, fire hydrants, pressure regulating valves, leak detection equipment, utility locate equip. 
•Demonstrate thorough understanding of water quality & cross-connection control management; emergency repair of and water distribution lines.
•Knowledge of the methods, equipment, materials, and practices used in the construction, repair and maintenance and water distribution system including use of necessary equipment, tools and materials.
•Knowledge of the procedures and methods used to provide for safety and security in hazardous situations, trenching & shoring, confined spaces, chemicals and other assigned areas.
•Knowledge of the principles and practices of management including organizational development, budgeting, employee supervision, and training.
•Skill in developing, monitoring and maintaining division budgets.
•Ability to supervise, direct and train employees.
•Ability to interpret, explain and enforce department and safety policies and procedures.
•Ability to establish and maintain effective working relationships with City employees, management, other agencies, and the general public.
•Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
•Ability to interpret, understand, and comply with complex statutes, ordinances,

Education
•High School Diploma or General Education Diploma (GED) equivalent is required.  
•Completion of College coursework or degree in water technology or water quality management, or closely related field of study is preferred.

Experience
•Three (3) years of experience in water distribution is required.  
•Two (2) years of experience as a supervisor or crew leader directly related to position is preferred.
•Experience working in a Class A water treatment plant, installing, maintaining, and operating equipment, is preferred.
•An equivalent combination of education and/or experience may be substituted on a year for year basis.  There is no substitute for the required licenses and certifications.Additional Requirements/License/Certifications
•Possession of Colorado Certification 2 in Water Distribution is required.
•Must have reliable transportation.
•Must possess a valid driver’s license. 
•Must successfully pass a driving record (MVR), references drug screen and a criminal history background check prior to the start of employment.   
•Must be able to provide documentation that proves eligibility to work in the United States without sponsorship.

MATERIAL AND EQUIPMENT DIRECTLY USED 
May operate and maintain equipment including, but not limited to, standing or sitting lawn mowers, pickups, trimmers, front end loaders, utility trailers, air compressors, jack hammers, compactors, power tools, shovels, and hand tools.

WORKING ENVIRONMENT AND PHYSICAL AND MENTAL CHARACTERISTICS

Locations:
•May be required to conduct business in a field, office or laboratory environment.  
•Is subject to driving Town vehicle in all weather conditions.
Hours:
•Regular working hours for this position are Monday-Friday, 7:00 a.m. to 3:30 p.m., and outside of regular work hours as necessary including after hour emergency or weather-related events.  
•May be required to work long hours, early mornings, overtime, holidays, evenings, nighttime, shifts, or weekends.
•Subject to call-back work and incumbent must be able to respond to an emergency.
Mental Requirements/concentration:
•May have frequent interruptions; be required to manage competing priorities; and have inflexible deadlines.
•Frequent contact with the public either in person, via email or telephone, sometimes facing adverse or confrontational situations with internal/external customers. 
•Work requires administrative and technical knowledge and ability. 
Outdoor and Indoor Exposure
•Frequent outdoor work in extreme weather conditions (hot/cold); 
•Employee is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles/traffic, electrical current, work on scaffolding/high places, vaults, rough terrain, unsanitary, slippery surfaces with exposure to high heat and/or noise.
•Town of Eaton provided Personal Protective Equipment (PPE) may be required at times such as cold weather gear, boots, eye and hearing protection, gloves, and safety vest.
•Employee is subject to atmospheric condition such as those affecting the respiratory system: airborne particles/pathogens, fumes, odors, dust, mists, gases, or poor ventilation.
Talking/Hearing/Vision/
•While performing the duties of this job, the employee is frequently required to talk or hear in the normal audio range to hear alarms/telephones/normal speaking voices, with or without correction. 
•The employee may be subject to continuous or infrequent high pitched or continuous noise from machinery/equipment that may be sufficient to cause the worker to shout above the surrounding noise level to be heard.
•The employee is required to have visual acuity for close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus and to perform an activity such as: operating machinery where the seeing job is at or within arm's reach and to operate motor vehicles or heavy equipment; and to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures for inspection purposes.
Other Physical Conditions
•Regular and long-term exposure to extreme conditions such as hot/cold; sharp hazards; dust/fumes/gasses; electrical shock; moving mechanical parts possibility of contact with odorous, infectious/obnoxious material. 
•Moderate to considerable physical effort that includes working from ladders, frequent use of light or medium weight objects (e.g., 25-50 lbs.) and use of medium weight tools; employee will perform manual labor, such as lifting manhole covers and grates weighing up to 100 lbs.; walking on uneven ground or river and ditch banks retrieving water samples or climb, balance, stoop, kneel, crouch, crawl, and reach while operating in the field or storm system; entering/exiting manholes or vaults; walking near or across rivers and ditches; working in all weather conditions at times of excessive temperatures of heat and extreme cold, working in or near moving traffic with appropriate traffic control set up.
•Expertise in conducting laboratory tests using good manual dexterity.
•Frequent balancing, bending/stooping, carrying/lifting, climbing, fingering, grasping, repetitive motion, sitting, standing, and walking. Occasionally the employee will be required to pull, push, reach, feel temperature, and kneel.
