4 Year Accredited Degree in Construction Management with 10 years of QA and Construction Management
 
Required Training (must be current):
 
40hr - HAZWOPER Training/Hazardous Materials
1hr - OSHA Competent Person for Excavation, Trenching, and Shoring Training
40hr - Radiological/Radiation Protection Training
30hr - OSHA 30

USACE Record Management System
 
Software systems currently used at Microsoft Office suite of products (Excel, Word, Adobe)

USACE CQM Certified

Familiarity with USACE Three Phase Quality Control Process (1st – Preparatory Phase - Prepare by reviewing all documents and requirements, 2nd – Initial Phase - Ensure initial kickoff work is compliant, then 3rd - Followup Phase as independent verification). 
 
USACE EM 385-1-1, Unified Facilities Criteria (UFC) Requirements, Uniform Construction Code (UCC), ASCE Standards, & IBC as well as other regulatory requirements or new building codes. 
 
Previous Employment Exposure:
 
FEMA, US Army, NAVFAC, DOD, DOE, National Guard installations a plus
 
Work Duration: 
 
Fulltime. Normal business hours shall encompass the period of 0700 through 1630, Monday through Friday, except Federal holidays.  Work in the field 80% of the time performing Quality Assurance Inspections and Oversight on behalf of the Owner, while providing 20% of the time preparing daily reports, photograph downloading, review of construction related documents (submittals, RFIs, shop drawings) and report out to onsite project management team with any actionable items.  Based on work demand, overtime may be necessary and would occur on occasional weekends and during the daytime.  Overtime should not exceed 15% of the total hours.   

Day-To-Day Construction Activities / Knowledge:

The Contractor will be assisting in Charrette process, schematic reviews, design reviews and campus master planning efforts. Contractor will be reviewing A/E designs for compliance with USMA Master Plan, DPW's Engineering Planning Standard (EPS), and all other federal and state regulations and codes, including USDOI standards for historic preservation and SHPO consultation. Develop pre-final (or draft) Requests for Proposals (RFPs). The Contractor shall incorporate the scope of work, as-built drawings, sketches, and other appropriate documents provided from the USACE assigned Project Manager in the development of the RFP for user requested changed. Submit comments citing specific deficiencies and referencing correct information upon review of technical submittals from an installation perspective. Deficiencies shall include but are not limited to design flaws, incorrect citations, grammar, calculation errors, incorrect / missing procedures, and compliance to the construction contract and the relevant codes including federal and state regulations and West Point standards. Submit reports documenting compliance inspections. Inspections shall be performed to ensure compliance with installation requirements, applicable federal, state, and local regulations. Reports shall include but not limited to descriptions of observed tests, defects in structure, envelope, concrete, mechanical, electrical, plumbing, fire protection, fire alarm, and site work.
 

Responsible for providing any or all the following representative services over the course of their assignment(s) related to Site / Civil construction:  prepare daily QA reports and submit to Owner at the end of shift, take progress photos of installation work,  perform site surveys to avoid potential conflicts, collect existing measurement data in the field, documenting QA inspections performed as each observation, and observe Contractor QC testing, ensure daily punch lists are maintained and items are closed out in a timely manner, monitor testing and Inspection 3rd Party Agency activities and Commissioning Agents, interpret construction drawings & specifications, observe Health and Safety plan conformance, review Contractor daily QC reports for compliance with contract documents, prepare meeting minutes as necessary, monitor supply chain and procurement equipment and material deliverables, observe and document startup, turnover and commissioning activities.
  • Sound understanding of the overall supervision of construction operations. Sound understanding of engineering concepts, principles, and practices applicable to construction.
  • In conjunction with the Engineering Technician (ET), review Activity Hazard Analyses (AHAs) and ensure these are discussed by the construction contractor and their respective subcontractors prior to beginning each work activity or when a new work crew is to perform the work in accordance with the three phases of QC.
  • Capable of communicating at multiple levels of authority to obtain decisive action from all affected parties, including the Construction Contractor (Contractor), Supported Commands, and other Agencies.
  • Reviews pre-final contract drawings and specifications (including technical RFPs) with respect to constructability and compatibility with actual field conditions.
  • Participate in pre-award contract meetings, such as Functional Analysis Concept Development (FACDs) meetings and constructability reviews.
  • Coordinating post-award contract meetings, such as post-award kickoff meetings (as applicable), preconstruction conferences, partnering meetings, schedule acceptance meeting, design review meetings (as applicable and final inspections.
  • Review of contractor administrative submittals, such as schedules, environmental plan; design (as applicable) and construction quality control plan; health and safety plan; and accident prevention plan and shop drawings.
  • Visit construction sites to monitor progress and solicit input from the Engineering Technician/Quality Assurance (ET/QA) representatives, review CQC reports and attend QC meetings.
  • Provide project status updates to government staff including record inventory documents and Acceptance of Military Real Property and Disposal of DoN Real Property, in accordance with NAVFAC Business Management System (BMS).
 
Other Daily Position Qualifications:
  • Must possess good written skills for daily inspection reports, and other correspondence between Owner and contractor.
  • Must possess good oral skills for leadership role and public speaking at meetings.
  • Must support CLIENT in various other construction related functions such as planning, procurement, estimating, and schedule forecasting.
  • Must possess good organizational skills for tracking construction management documents (including but not limited to: Project Photographs, Technical Submittals, Contractor and Vendor Shop Drawings, Risk Register, Request for Information, etc.).
  • Must provide Owner Oversight via walk-downs, QA inspections, generation of open & punch list items, and closeout activities like as-built reviews, O&M reviews, and warranty reviews.
  • Must function as a liaison between Owner and contractors, assist with resolving conflicts and identifying solutions.
  • Must perform tasks as quality inspector to maintain conformance with specifications.
  • Must have valid driver’s license, valid vehicle registration, and valid insurance.
