Construction Process Manager, Preconstruction and Project Controls
General Overview:
The Crawford Construction Process Manager, Preconstruction and Project Controls is a critical role responsible for supporting the Capital Planning and Controls team for a private healthcare client. This role requires a detailed, process-based individual with exceptional focus on project details and key relationships and a proven ability to manage project conception, development and oversight across its life cycle. The successful candidate will be responsible for establishing preliminary budget, schedule and annual financial targets, and monitoring those targets as the project executes.
Essential Responsibilities:
- Develop preliminary Budget and Schedule options which align with Stage 0 concepts.
- Develop Scope of Work documents for Construction Management (CM) services as a component of the Request for Proposal (RFP).
- Formally communicate Stage 0 information to Project Execution team to ensure a seamless transition of information.
- Coordinate the total project budget and schedule inclusive of Construction, FF&E, Soft Costs and Contingencies. Update budget in (Trimble Unity Connect) software.
- Facilitate and ensure the outcome of Value Management (Value Engineering) Exercises throughout phases of the project or as required.
- Maintain fiscal responsibility for projects throughout planning, design and construction with focus on approved scope, budget and schedule.
- Review and Approve formal CM deliverables throughout planning, design development and formal Guaranteed Maximum Price (GMP) submissions.
- Review Potential Change Orders (PCO’s) throughout the construction phase for accuracy and financial equity to client.
- Project Controls - Ensure accuracy of project data throughout project lifespan – Budget/Forecast, Schedule and Cashflow for alignment with annual capital targets.
Process Improvement & Support:
- Capital Plan Development and Management
- Assist in development of multi-year capital plan based on approved project status, prospect projects and potential strategic initiatives.
- Manage monthly update of capital plan based on data of entire project portfolio.
- Assist in determination of adjustments to capital plan based on ongoing project status and network priorities.
- Benchmarking/Data Analysis
- Maintain the database of legacy AHN project data at a systems level.
- Manage and evaluate historical information on Direct and Indirect Construction Cost.
- Evaluate industry trends in construction with respect to commodity pricing, labor rates and availability, lead times, and construction means and methods directly impacting cost and schedule.
- Evaluate and understand industry benchmarks for Inflation and Escalation and impacts of cost of money on construction projects.
- Ensure all preliminary budgets and schedules represent most current local and industry-wide data.
- Deferred Infrastructure Assessment, Inventory and Execution
- Assist in data-capture of Clinical and MEP assessments. Translate the data into Capital Construction projects with budget, schedule and spend projection in the (TUG) system.
- Align priorities against tolerances of the capital plan for project promotion and execution.
- Lessons Learned Information Management and Implementation
- Assist in updates to client standardization and ensure best-value alignment – budget/schedule.
- Implement updates into ongoing and future projects.

- Participates in client Meetings and events. Makes valuable contributions to ongoing departmental improvement efforts.
- Builds and maintains positive relationships with fellow client team members, internal and external project team members, and jurisdictional authorities.

- Maintains strong cooperation and open communications with facility leaders (COOs, CEOs, facility managers, nursing managers, etc.) to maintain awareness of construction activities (what, when, where, why, etc.), including construction logistics plans, disruptions, shut-downs, fire risks, emergency response and egress plans, etc.
- Establishes clear expectations of other team members by clearly documenting roles and responsibilities, timelines, standards for quality, and measures of success.
- Is diplomatic but is comfortable demanding a high standard of accountability from others.

Qualifications:
- A minimum of 3 years’ experience in healthcare planning, design and construction.
- A minimum of 5 years’ experience in general construction; with minimum 3 years in preconstruction.
- Has education in the areas of healthcare design and construction and makes efforts to maintain a high level of knowledge and awareness of changing trends, guidelines, codes, and other standards.
- Understands the construction project design and delivery process and is able to recognize and correct factors detrimental to that process.
- Clearly understands AE (design) and CM (construction) Contracts, namely the AIA A133 and B133, A201 and B201, and AHN’s design and construction Master Service Agreements (MSAs).
- Keeps current with healthcare planning and construction trends. Ensures implementation in to projects.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint). Willingness to learn new software applications.
- Excellent written and verbal communication skills.
- Exceptional organizational skills and attention to detail. Ability to manage multiple priorities and deadlines
- Familiar with project management software, particularly e-Builder and SmartSheet, and is willing to learn new systems and processes.
- Proactively seeks opportunities to learn new skills, gain knowledge, and help elevate the entire client team in terms of knowledge and skills.
- Participates in opportunities offered by, or encouraged by, client, and actively engages to maximize benefit.
- Minimum of three days per week on-site at the hospital-based Pittsburgh office.
- Driver’s license required
