Job Summary
Our client is seeking an individual to support the planning and execution of Homeland Defense (HD) and Defense Support of Civil Authorities (DSCA) exercises and related events. This role involves mission planning in accordance with component-level command plans, the National Response Framework (NRF), National Incident Management System (NIMS), and other relevant policies. The position requires expertise in training, evaluation, and contingency planning for Department of Defense (DOD) response operations. Periodic travel is required to support exercise events.
Job Responsibilities: Attend internal and external meetings in support of the CBRN Consequence Management Response Element (CRE) Program. Utilize modeling and simulation (M&S) tools to develop training environments and execute exercise scenarios. Identify network and simulation requirements for Command Post Exercises (CPX), Certification Exercises (CERTEX), and other events. Establish and support CPXs with lower control and simulation cells for Army division-level and above training. Provide operational support for CPX and other exercises, including staffing Higher Control (HICON), Exercise Control (EXCON), and White Cell positions. Assist USARNORTH and USNORTHCOM planners in developing training programs to certify command and control staffs. Support the planning and execution of deployment and redeployment training events. Develop research plans, study plans, data collection plans, and trip reports. Maintain thorough documentation and reporting of all exercise-related activities.
Qualifications: U.S. Citizen with an active Secret Security Clearance. Must complete DSCA Phase 1 and FEMA 100, 200, 700, and 800b courses within 45 days of assignment. Possess a valid U.S. state and international driver’s license. Extensive knowledge of Army and Joint Modeling and Simulation (M&S) federations and systems. Experience in Army and Joint Exercise Planning, including the Joint Exercise Lifecycle (JELC), Technical Integration Working Groups (TIWG), and After-Action Reviews (AAR). Strong ability to analyze and recommend M&S tools to meet training objectives. Self-motivated, detail-oriented, and capable of working independently.
