About The Role
The Payroll & Billing Manager ensures accurate payroll processing, job budgeting, and invoicing at corporate office. This role collaborates with Accounts Payable, Accounts Receivable, HR and Benefits, and Executive Management to maintain compliance and efficiency.
Key Responsibilities
Payroll and Compliance
Maintain payroll records per state and federal regulations Process multi-state and international payroll accurately and on time Manage electronic timekeeping systems and PTO balances for Exempt, SCA, and CBA policies Ensure payroll tax compliance at the local, state, and federal levels and handle audits Process payroll changes including exemptions, deductions, job titles, and transfers Manage child support, garnishments, and legal compliance
Billing and Job Costing
Develop job budgets and set up new projects in the accounting system Track project modifications and update charge codes Prepare and submit contract invoices through government payment systems Oversee contract billing, Work in Progress reviews, and monthly budgeting
Operations and Reporting
Resolve payroll discrepancies and respond to inquiries Ensure payroll operations comply with federal labor laws and DCAA guidance Maintain data security and confidentiality Support QMS, Safety, Environmental, and Security Programs What You Need
Experience
Three or more years of in-house payroll processing Two or more years of billing and invoicing management Two or more years using accounting software, ComputerEase preferred Advanced Microsoft Excel skills
Skills
Strong analytical and math skills Extreme attention to detail and accuracy Excellent verbal and written communication
Education and Certifications
Bachelor’s degree in Finance, Accounting, or a related field Must complete company-mandated training
