Knowledge of:
- Applicable law, regulation, and interim licensing standards including but not limited to CCL, DHCS, CARF, and BHRS regulations and standards.
- The needs of children served in a childrens residential setting.
- Personal rights of children and nonminor dependents in foster care and how to ensure those rights are afforded to children and nonminor dependents.
- The impact of trauma, grief and loss on a child involved in the child welfare system and its impact on placement and permanency goals.
- The impact of mental health and substance abuse on children and families.
Ability to:
- Develop appropriate relationships with clients who have various backgrounds.

- Successfully complete post testing course work in emergency intervention as well as demonstrate hands on competency in emergency intervention techniques (per CCL regulation 84802(g), Title 22).
Essential Functions and Responsibilities:
- All the job duties of a Counselor I/II.
- Act as Administrator Designee in the absence of Administrator/Facility Supervisor.
- Perform as shift leader while on duty in the absence of the Facility Supervisor.
- Responsible for overall facility operation.
- During nonbusiness hours, responsible for staff scheduling.
- Ongoing supervision, evaluation, training, and professional development with direct staff that promotes personal and professional growth.
- Ensuring appropriate care and supervision is provided to children in accordance with appliable law, licensing regulations, and the facilitys policies.
- Investigate complaints and manage grievances by employees, clients or authorized representatives as needed.
- Administration of discipline and setting of limits for behavior that are consistent with trauma- informed care standards.
- Notation of the childs progress, identification of the possible need for additional professional services; and communications of such findings to professional staff.
- Organizing the work of the facility and delegating responsibility to staff.
- Responsible for conducting monthly safety meetings, monthly facility meetings and unannounced evacuation drills.
- Accountable for proper spending and documentation of all facility monies and allowances.
- Carry out company progressive discipline policies when necessary.
- Administration of discipline and setting of limits for behavior that are consistent with trauma- informed care standards.
- Participate in meetings and training as appropriate.
- Perform appropriate recordkeeping functions.
- Perform appropriate vehicle maintenance as necessary.
- Maintain the upkeep of assigned facility.
- Under supervision, assist in all phases of care and nurturing.
- Any other duties that may be necessary to manage the facility and ensure the health and safety of children in the facility.
Physical Demands:
- Must be able to bend at the waist, kneel, crouch, climb and balance.
- Must be able to read, write, and visually see clients.
- Must be able to hear with or without the use of hearing aid(s) sufficient to hear conversations with others, understandable voice and speech patterns.
- Must have manual dexterity and coordination sufficient to operate office equipment.
- Must be able to sit, stand and/or walk for extended periods of time.
- Must have use of hands to handle and/or feel; reach with hands and arms.
- Must lift, push, pull or carry up to 25 lbs.

Qualifications:

Education and Experience
- Bachelors degree from an accredited college or university OR
- Two years of full-time experience, or its equivalent, working with population to be served, or equivalent education or experience as determined by CDSS
- Experience shall be verified as having been performed as a paid or volunteer staff person whose duties required direct supervision and care of population served
- Prior to assuming duties, individual shall complete a minimum of one hour of training as specified in Section 87065.1(a) in addition to training required in Sections 87065.1(c) and (d)
- Must be 21 years of age
- Meet all state licensing and insurance requirements
- Must pass a DOJ, FBI, and Child Abuse index clearance
- Valid California driver's license
- Good driving record: Department of Motor Vehicles printout required
- Must pass LIC 503 Health Screening Report and TB clearance
