HR Consultant
Position Overview : CFS has partnered with a governmental agency seeking a Human Resources Consultant to oversee and administer all Westchester County and New York State Civil Service Law provisions. This role involves working closely with Department Heads, providing administrative oversight for Human Resource Personnel, and directing policies to maintain a robust personnel management system. This position requires a deep understanding of federal and state laws related to civil service, personnel work, and employee benefits. Key Responsibilities :
- Administer and enforce provisions of Civil Service Law in compliance with county and state regulations.
- Collaborate with Department Heads to support HR initiatives and ensure efficient personnel management.
- Provide administrative oversight for the Human Resource team.
- Participate in labor negotiations and enforce labor agreements.
- Recommend changes to organizational structures and civil service titles.
- Develop administrative policies and procedures to enhance recruitment and retention efforts.
- Monitor and implement federal and state legislation affecting personnel and employee benefits.
- Meet with union representatives to address labor-related issues.
- Establish and enforce HR administrative processes, reporting to the Board of Directors.
