Responsibilities:
We are seeking a highly skilled and experienced Project Manager (PMP Certified) to lead and manage agile development teams to deliver new Java-based web applications in a cloud environment and to manage maintenance and operational support activities to a portfolio of applications. The ideal candidate will have a strong background in Agile project management, Java and cloud technologies, and software development life cycle (SDLC) best practices. This role requires clear and transparent stakeholder communication and team leadership to ensure the successful delivery of projects that align with our clients business objectives.
Key Responsibilities:
- Project Leadership: Managing a project team, assigning tasks, delegating responsibilities, providing guidance and support to team members.
- Project Planning: Collaborating with team to defining project scope, goals, schedules, estimate, and deliverables and creating necessary project plans.
- Project Monitoring: Manage the full lifecycle of software development projects, from initiation to deployment, ensuring timely and quality deliverables while adhering to program and client processes and procedures.
- Agile Execution: Facilitate Agile methodologies (Hybrid, Scrum, Kanban) and lead daily stand-ups, sprint planning, retrospectives, and backlog refinement.
- Stakeholder Management: Collaborate with business stakeholders, product owners, and technical teams to confirm project scope, objectives, success criteria, cost estimate and schedule.
- Risk & Issue Management: Identify project risks, develop mitigation strategies; proactively monitoring their impacts.
Minimum qualifications required:
- Bachelor s degree in Information Technology, Computer Science, Information Systems, or related degree from an accredited institution.
- A certification in Project Management from the industry-recognized organization Project Management Institute (PMI); e.g., Project Management Professional (PMP ).
- At least 10 years of previous project management experience leading cross-functional project teams on complex new software projects.
- Experience effectively organizing and managing multiple, complex and interrelated project tasks.
- Experience in effectively communicating at senior levels within a customer organization.
- Experience meeting with customer and contractor personnel to formulate and review project plans and deliverables.
Desired Capabilities, Skills and Technical Understanding
- It is desirable that the Project Manager have prior experience managing the software development projects within United States Department of Agriculture, Farm and Production Conservation Business Center.
- Experience and knowledge of Earned Value Management concepts (calculation and reporting) including methodologies for calculating EVM using Agile metrics such as story points.
- Proficiency in the use of Microsoft Office suite of applications, including MS Word, Excel, SharePoint and Teams.
- Proficiency in the use of Atlassian suite of tools including JIRA and Confluence.
