Credence has an immediate need for a Senior Security Manager supporting Special Projects. The Special Projects Branch consists of multiple PMOs which execute several classified bilateral programs owned by external agencies. Each PMO oversees the execution of requirements from numerous OEMs or support Contractors to meet mission requirements.
The Security Manager is to assist the AF Cognizant Security Authority (CSA) in oversight of National Security Objectives supporting AF interests. The positions will provide “day-to-day” support for Collateral and/or as specifically directed, Sensitive Compartmented Information (SCI) activities. This will be accomplished through active and integrated security operations, processes, mechanisms and performed under the direction of Government security administrator. This support shall provide multi-disciplinary security support, including aspects of information security, personnel security, operations security, industrial security, COMSEC, and anti-terrorism/force protection duties, while also being responsive and flexible to dynamic security situations
Responsibilities include, but are not limited to the duties listed below
- Perform analytical, planning, advisory, operational, or evaluative work that has as its principal purpose the development and implementation of policies, procedures, standards, training, and methods for identifying and protecting information, personnel, property, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss.
- Provide technical advice and security support to multiple collateral programs and where specifically called for, SCI programs within the Division/Branch.
- Maintain an effective working relationship with Information Protection (IP) Leads, PMs, Contracting Officers, and anyone else as needed to ensure a standardized and accurate protection integration focus throughout the acquisition and sustainment lifecycle of our programs.
- Assist in the development and writing of OPSEC plans, transition plans, emergency action plans, transportation plans and any other security documents as needed for the customer.
- Review program documentation for public release, to include ensuring Controlled Unclassified Information (CUI) has proper markings, classifications and distribution statements per DoD and AF guidance and provide accurate feedback to IP Leads about document disposition ability.
- Provide classification guidance and assistance for all collateral and SCI (where needed) programs.
- Understand counterintelligence threats and trends to help advice unit and program assigned personnel.
- Assist with development of SCG, PPPs, Security Operating Procedures, and other key security documents as directed by the IP Lead.
- Provide classification reviews of inbound and outbound correspondence.
- Prepare, process, and distribute (ship and receive) inbound/outbound classified mail that is integrated with a singular Government accountable mailing program.
- Assist with preparing classified packages, courier forms and maintain receipt records of such dispatches.
- Perform destruction of classified materials and CUI
- Provide reproduction support for classified materials both paper and in electronic format.
- Review, track, and monitor security clearance via Defense Information System for Security (DISS) (and its replacement system) to ensure compliance with applicable personnel security standards and to ensure all personnel are properly accounted for.
- Ensure personnel security clearances are kept current and access is verified prior to allowing access to classified material. Ensure any specific collateral access set is either processed or staged for IP Lead to process, i.e., NATO, FRD/RD/CNWDI access requirements. This also includes identifying any missing SF-312/Non-Disclosure Agreements (NDAs) and alerting IP Lead of missing annotations as required.
- Prepare, process, and/or review Visitor Certification Request for accuracy and access eligibility. Ensure smooth access ability is given to our personnel by ensuring visit certifications are received timely and accurately by receiving units.
- Assist with researching, processing, filing, and maintaining inbound and outbound visit notices.
- Assist IP Lead with inspection preparations and Management Inspection Control Tool (MICT) (or other inspection database) supervision
- Must possess ability to accurately convey information both in written and verbal format
Education, Requirements and Qualifications
- A minimum of a Top Secret security clearance with Sensitive Compartmented Information (TS/SCI) eligibility is required.
- Master’s or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in DoD acquisition.
- Or, bachelor’s degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in DoD acquisition.
- Or, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in DoD acquisition.
- Recommended Experience and Skills:
- Experience with managing physical security, industrial security, personnel security, and Sensitive Compartmented Information Facility (SCIF) operations is preferred
- Recommended Professional Qualifications:
- Cybersecurity Qualification is required for Work Role ID 431, Knowledge Manager
