CRESA is seeking a Payroll and Accounting Specialist to join our Finance and Administrative team. Person will be responsible for payroll and accounting work performed for various departments within CRESA. The incumbent applies initiative, discretion, judgment and independence while performing technical, complex payroll and accounting data processes. This position also provides back-up and assistance to other team members as needed. Under general supervision, the Payroll and Accounting Specialist performs the full range of payroll and accounting duties, as noted below, and provides certain office support functions, including reception coverage, as assigned. The Payroll and Accounting Specialist is a single incumbent position.
Essential Job Functions (Must be able to perform the following essential job functions with or without reasonable accommodation):
- Maintains a payroll system for a department or major division(s); prepares payroll reports as required for local, State, and Federal agencies; prepares procedural documentation for internal and external payroll processing; coordinates payroll processing and related functions insuring compliance and compatibility with county code, budget authorization and payroll system.
- Coordinates with Human Resources concerning labor, codes and other issues that relate to compensation or collective bargaining agreements.
- Communicates with all divisions concerning the procedures for handling and processing payroll data.
- Reconciles Payroll Register
- Controls daily time reporting
- Technical accounting activities, requiring a greater understanding and broader knowledge of accounting principles and practices
- Exercise initiative in resolving routine problems.
- Reconcile, balance, pre-audit and maintain several different types of accounts or funds for more than one department or division
- Perform a broader scope of accounting functions in a timely manner without assistance.
- Interpret accounting and payroll guidelines, regulations, policies and procedures.
- Directs and participates in daily posting of income and expense items; checks daily balance
- Prepares billings for accounts receivable from other agencies, often requiring the work-up or recheck of field cost data from available reports and vouchers.
- Assists in the preparation of routine specialized reports at the request of a department or division; prepares periodic reconciliation reports as required by department or division.
- Examines and analyzes accounting records of a department or division to verify accuracy of figures, calculations and postings. Reviews data and reports discrepancies for adjusting to finance division manager.
- Keep managers and supervisors informed about significant items requiring review or action
- Participate as needed during emergencies, including emergency operations center activations.
- Develop and maintain excellent working relationships with all employees, user agencies, the public, etc.
- Provides front office reception and performs other administrative services support team duties to include answering the phones, admitting people in doors, sorting mail and work room supplies and equipment.
- Performs other related tasks and duties as assigned
Minimum Job Qualifications (Any equivalent combination of education and experience that provides the applicant with the knowledge, skills and ability required to successfully perform the job will be considered.)
An Associate's Degree in Accounting or field with related emphasis preferred but not required
Certificate in Accounting, Payroll, Accounts Payable. If not certified, required to obtain certification in Accounts Payable and Payroll within the first year of employment.
Two years of work experience in Accounting or Payroll at a level equivalent to the work of the classification.
Intermediate skill level with Payroll or Accounting computer programs and MS Excel
Data entry over 40 wpm
