The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the supervision of the Deputy Commissioner of the Office of Crime Analysis & Strategic Partnerships (OCASP), the incumbent of this position will be responsible for operational oversight of the Crime Analysis Center (CAC) network. The incumbent will be required to possess a wide array of senior manager expertise in the areas of policy and strategy development, budgets, contracts and executive-level communications. This position will work directly with a wide array of offices within DCJS, including facilities management, operations, information technology, finance, legal services, as well as senior management and staff at other state and local agencies.The incumbent will have responsibilities to include, but not be limited to: • Manage overall CAC Network operations to ensure delivered services are provided with best practices and delivered in accordance with DCJS and CAC Board expectations and requirements;• Supervise, evaluate, coach, and mentor CAC Directors, including DCJS staff and contractors;• Provides project leadership for all Crime Analysis Centers including policy development in accordance with the mission of DCJS and in consultation with the Deputy Commissioner of OCASP;• Oversees and directs the establishment of new Crime Analysis Centers and liaise with appropriate DCJS and local partner staff including operations, information technology, finance, legal services, etc.;• Assists in the preparation of programmatic budget forecasts, annual budgets and revisions for the CAC network;• Develops plans for adding identified data sources for analysis, dissemination and integration into the day-to-day operations of the law enforcement communities and crime analysis centers;• Provides regular written and oral status briefings to the Deputy Commissioner of OCASP as requested;• Conducts regular site visits to each of the Centers and conducts information-sharing meetings with all CAC Directors, Crime Analysis Training Coordinator, Crime Analysis Technology Coordinator, and other DCJS support staff;• Maintains a strong understanding of new and emerging technologies and tactics relevant to crime analysis and the operations of the CACs;• Represents law enforcement management in the oversight of projects for sharing public safety data across jurisdictional boundaries from multiple sources and systems;• Identifies and addresses obstacles associated with multi-jurisdictional information sharing through the coordination and development of consensus among the State and local stakeholders regarding the implementation of crime reduction initiatives through improved facilities, new equipment, technology and multi-agency cooperation in support of their missions; • Represents the Deputy Commissioner and DCJS at Federal, State and local agency meetings, gathering confidential information on police activities and crime fighting initiatives to, when permissible, provide DCJS Executive Staff with the most current and up-to-date information on law enforcement strategies; • Provides assistance, support, and input on planning and funding documents, including grant proposals, budget justifications, technology/business plans and legal agreements (MOU’s) as required; • Ensures sponsored CACs and CAC staff conform to DCJS’s confidential information policy, audit processes, and all relevant procedures; • Evaluates proposed equipment, services and options for addressing specific needs of a Center, often working directly with vendors and suppliers, and making recommendations for approving procurement and installation of equipment, systems and technology required; • Prepares specifications for purchase orders, amendments, and change orders to contracts and purchase orders for CACs; • Ensures CAC’s produce effective analytical products and provide partner agency staff with the information necessary to make strategic and tactical decisions as they pertain to crime reduction and patrol deployment; and• Delineates differing reporting requirements based on agency mission, available resources, legal constraints, and potential number and location of participating agencies to determine assignments for the DCJS staff and CAC resources to expedite the data dissemination process.

The minimum qualifications required for this vacancy. Minimum Qualifications Bachelor’s degree, preferably in Criminal Justice, Computer Science, Information Technology, or closely related field AND ten (10) years of increasingly responsible experience, including the successful management of various projects. Qualifying experience must also include having served at least five (5) years in an executive management level position within a law enforcement agency AND served at least two (2) years as a director of a DCJS-sponsored Crime Analysis CenterPreferred Qualifications: • Experience with RFP/RFQ processes, contract proposal/negotiation, procurement, and policy development. • Experience working with Federal, State, and local governmental entities and community-based organizations. • Project management education, training, and/or certification

Additional Comments This appointment will initially be temporary, as this is a temporary position which was established for “job-shadow” purposes, as the current Program Manager will be retiring. It is expected that the candidate selected, will eventually be appointed to the permanent exempt item. Incumbents of exempt positions serve at the pleasure of the appointing authority.
