About this Position:
The Onshore Pipeline Project Manager plays a pivotal role within CTI, overseeing the management and execution of the engineering and drafting of onshore pipeline projects for our clients with the CTI office. This oversight includes the planning, design, procurement support, and construction support of project scopes pertaining to onshore pipelines and ancillary facilities (pig launcher/receiver, meter stations, pump stations, etc.). This senior-level position delivers comprehensive project management support by coordinating with various departments and clients. This role is critical in ensuring that projects are scoped based on the minimal technical solution, delivered on time, within budget, and in compliance with all safety and regulatory standards
As the Onshore Pipeline Project Manager, you will collaborate with in-house team members, third-party contractors, designers, procurement specialists, schedulers, manufacturers, right-of-way and environmental teams, suppliers, and customers to ensure project objectives and expectations are achieved.
Qualifications and Requirements:
- Bachelor's degree or higher in Engineering (Civil, Mechanical, or Chemical preferred) or Construction Management.
- 10 years’ experience in onshore pipeline design.
- 5 or more years of experience managing projects.
- 5 or more years of experience managing engineering and construction contractors.
- PE license required. PMP certification a plus.
- Knowledge of DOT 192 and 195 regulations.
- Competent in working with Microsoft Office products including Projects. Capable of building deliverable and project schedules.
- Intermediate or greater proficiency in industry-recommended practices, design methods, and QA/QC requirements.
- Proficiency in managing liquid and gas projects.
- Set safety expectations and lead the team to achieve safety goals.
- Define project scope.
- Prepare cost estimates.
- Develop and execute the contracting strategy.
- Prepare and oversee the Project Execution Plan and ensure strong project controls.
- Review engineering designs and specifications for project components.
- Assist in developing detailed project schedules and guide project execution.
- Organize and lead regularly scheduled project meetings to review progress and address issues.
- Assist clients in the contracting and bidding process, including contractor and vendor selection.
- Manage contracts to maximize performance and control costs.
- Develop and gain approval for project metrics and lead the development of a risk management plan.
- Ensure the accuracy of cost estimates, monthly forecasts, and cash flow forecasts.
- Generate routine reports to provide updates on project status, costs, schedules, and other key metrics.
- Experience estimating total installed costs for pipeline systems.
- Be detail focused, organized, self-motivated and customer focused.
- Possess strong communication abilities (written, verbal, and presentation).
- Knowledge of Cathodic Protection systems, Welding procedures, Pipeline Quality Control and Project Management methodologies a definite a necessity.

Preferred:
- 15 or more years of experience in the Midstream and/or Downstream segment of the oil and gas industry, including crude, refined products, NGLs, and natural gas.
- 8 or more years of experience working in Midstream facilities, pipelines, and/or terminals.
- Working knowledge of federal, state, and local regulations, industry standards, and DOT requirements.
Required Skills and Competencies:

- Proven experience in project planning, scheduling, budgeting, resource allocation, and risk management.
- Familiarity with relevant oil and gas regulations and environmental compliance requirements.
- Experience in managing contracts with vendors and subcontractors.
- Ability to analyze complex issues, identify root causes, and develop effective solutions.
- Familiar with environmental permitting processes.
- Experience in all phases of contractor evaluation and the bid and award process.
- Ability to effectively use procurement practices on large capital projects.
- Experience with managing and forecasting costs in a complex environment.
Physical demands:
- The ability to climb tank stairs and walk over uneven surfaces on the pipeline right of way or at field facilities.
Working conditions:
- Mostly office-based work but must be able to work outdoors at project sites.
- Frequent contact after normal working hours is expected from contractors and inspectors.
- Availability to work extended hours and travel with short notice in emergency sit.
- Travel approximately 5% - 20% with possible overnight stays.
