Position Overview:

Crossflow Technologies, Inc. is seeking a Program Management Senior within the Business Enterprise Systems Programming Innovation (BESPIN). The mission of BESPIN is to use research, design, and technology to help organizations create exceptional experiences and enduring solutions for airmen. We envision BESPIN as an organization that delivers delightful and secure services to all airmen in today's digital age. BESPIN will drive the digital transformation of the Business Enterprise Systems (BES) Directorate in Montgomery, Alabama. BES is responsible for providing comprehensive IT solutions to the over 750,000 military, civilian, and contractor personnel working in the USAF and managing a portfolio consisting of over 140 applications that must be actively maintained and modernized. As well as developing the AF automated mobile pipeline and Kubernetes platform to enable scalable production environments under a Continuous Authority to Operate supporting continuous integration and continuous deployment for customers DoD wide. This position supports AFLCMC/GBO


Responsibilities:

This position requires a highly motivated individual with program management experience to include the below essential duties:

Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs;

• Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines and be able to recommend viable solutions to problems as well as the pursuit of alternative courses of action;

• Abilities to effectively communicate orally and in writing, providing quality acquisition and program documentation, e.g., briefings, documents, and plans;

• Abilities to plan, research, analyze and assess system acquisition in terms of development, production and deployment of weapons systems and associated equipment;

• Abilities to formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives;

• Abilities to support and develop acquisition reports, including statutory and regulatory reports, e.g., Defense Acquisition Executive Summary (DAES) or Monthly Activity Report (MAR);

• Abilities to support program management reviews, senior level meeting/reviews and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews; and,

• Abilities to support and develop various briefings/schedules of program status and acquisition tasks to senior management

• Provide technical, financial, schedule and risk management guidance to the project, program or Program Management Office (PMO).

• Provide support to the drafting of interagency agreements and other documents required for the execution of AF9's and MIPR's.

• Provide business executive support in linking Program Objective Memorandum (POM) and Budget Planning with Budget Execution and Control.

• Provide programmatic risk assessments, mitigation strategies and risk burn down plans to achieve the desired program results.

• Support coordination of cost estimates and technical work scope with the PMO and appropriate project or program teams.

• Interface with customer's organizational areas, end users/customers including foreign and domestic agencies to identify and mitigate risks, develop and manage budgets, create and maintain schedules that ensure technical results and program performance.

• Provide program management support to customer management in strategic business planning, business development activities, product concept development and Information Technology engineering.

• Ensure programmatic alignment and adherence to the customer's Vision, Planning and Programs, CIOT Priorities and TA Priorities.

• Maintain PMO artifacts using customer's approved software, tools and processes.

Job Requirements

Required Qualifications:

Must be a U.S Citizen

Must have an active Secret level security clearance. Must maintain clearance at required level.

Education:

Master's or Doctorate Degree in a related field and ten years of experience in the respective technical/professional discipline being performed, five years of which must be in the DoD

• OR, bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD

• OR, 15 years of directly related experience with proper certifications, eight of which must be in the DoD.

Preferred Experience

- Experience with DoD Acquisition programs, specifically, managing and/or supporting programs under a Defense Acquisition Framework and DODI 5000 Series Regulations

Experience developing DoD Acquisition Strategies, including compliance with acquisition laws,

regulation, and documentation requirements

Cost/ Price analysis, cost estimating or financial management.

Department of Defense (DoD) acquisition processes.

Development and/or review of cost estimates and the associated technical work scope necessary to achieve stated objectives.

Managing Cost Plus Fixed Fee, Cost Plus Incentive Fee, Cost Plus Award Fee, Firm Fixed Price, Time and Materials or Indefinite Delivery/Indefinite Quantity type contracts.

Developing and validating system roadmaps, project plans and mission capabilities.

Analysis of Alternatives (AoA's).

We created a unique performance bonus program called Crossflow Kudos. 401(k) RETIREMENT PLAN & COMPANY MATCHING
Crossflow uses T. Rowe Price as our 401(k) plan sponsor. Employees can choose payroll deduction and fund investing options. Payroll deductions will begin the month following your enrollment. Crossflow matches 100% of the first 3% of compensation, plus 50% of the next 2% of compensation.

GENEROUS PTO ACCRUAL & FLEXIBLE LEAVE POLICY
Crossflow currently grants 11 federally observed paid holidays. In addition to these holidays, Crossflow offers a minimum of 2 weeks of paid time off (PTO) to all full-time employees. Employees may utilize PTO for any reason (sickness, vacation, personal day, etc.) and can carry over a maximum of 80 hours from year to year. Many employees are authorized to work additional hours within a normal, forty-hour pay period. This approval is included in the employee's offer letter for employment. These extra hours may be banked for compensatory (comp) time off.

To help our employees be present with family during major life events, Crossflow provides additional PTO. We offer varying types of paid Parental Leave to aid birthing, non-birthing, and adoptive parents transition into parenthood.
