Supervisor: Director of Programs
Status: Full-time with Benefits, non-exempt, hourly position.
Hourly Rate: $26 - $28/hour based on experience.
Hours: 40 hours/week, Monday-Friday, with some evening and weekend work as required.

Work Location: TIPS Program is at Henrico Clinic. Mandatory trainings will need some travel.
Ability to Relocate: Relocate before starting work (Required). CrossOver does not pay relocation expenses.

About the CrossOver Ryan White and STD Prevention Programs “TIPS” (Treatment, Intervention, Prevention, and Services)
Since 1999, CrossOver has offered diagnostic testing, medical and nursing care, prescription assistance, case management, substance abuse and mental health counseling, transportation assistance, and prevention education for HIV/AIDS clients. CrossOver partners with the Virginia Department of Health (VDH) to offer services such as; the Ryan White Program, STD Community Testing, Rapid Start for HIV/AIDS treatment, and Virginia Medical Assistant Program (VA-MAP) medication pick-up site.
Position Summary
The Ryan White and STD Prevention Program Manager (TIPS Program Manager) position primarily executes VDH contracts for the Ryan White B Program; Rapid Start Program; VA-MAP Program, and Confidential Testing Service (CTS) Program. The TIPS Program Manager supervises a team of Medical and Non-Medical Case Managers. Together, the TIPS team works closely with other CrossOver departments including Clinicians, Nursing, Pharmacy, Mental Health, Social Work, Dental, and Administration; with the goal of providing excellent care and services to individuals in our community with HIV/AIDS, and other STD health issues.
Key Responsibilities of Position
- Manage the VDH Ryan White, STD Testing, and Rapid Start program contracts, including but not limited to:
o Work with Administration to create and review program budgets and workplans.
o Conduct and submit reports to VDH quarterly and yearly; Sub-Recipient report, Quality Improvement report, monthly CDR report, annual HRSA Data Report, and yearly Quality Management report.
o Submit all completed reports/forms/documents to VDH in a timely manner.
o Organize and complete VDH site visits, audits, and peer reviews.
o Collaborate with CrossOver’s Outcomes Data Analyst to discuss and review program data as needed. Cross-reference data in eCW, Provide, and Other Reports to ensure accurate data is being reported to VDH and HRSA.
o Develop and implement procedures and processes to improve workflow and ensure contract compliance.
o Maintain up-to-date policy and procedure manuals and training guides for the TIPS team.
· Ensure PREP patients are enrolled in Patient Assistance Programs.
- Supervise and manage the TIPS Case Managers.
- Collaborate with CrossOver departments to ensure TIPS program services and Tele-dentistry services are implemented efficiently and effectively.
- Train CrossOver staff members about the TIPS programs, procedures and protocols.
- Coordinate with the Medications Program Manager to ensure VA-MAP medication pick-up program operates efficiently.
- Coordinate with the Nurse Manager and team to ensure the STD testing programs operate efficiently.
- Conduct monthly meetings with program service categories and team.
- Facilitate monthly TIPS Leadership Team meetings.
- Foster partnerships with community organizations and partners, including but not limited to:
o Attend and represent CrossOver at VDH and community partner conferences and summits.
o Develop outreach strategies to promote CrossOver’s HIV and STD treatment and prevention services in the community.
- Organize and maintain all MOAs with other RW agencies.
- Manage departmental purchases of supplies and services.
- Collaborate with Development on patient materials and social media postings.
Skills, Knowledge, and Abilities:
- Ability to develop working relationships with VDH, other Ryan White agencies, non-profit clinics, and other community organizations.
- Ability to supervise and train staff and volunteers; including organizing, prioritizing, and scheduling work assignments.
- Ability to maintain quality and safe workspace and environments.
- Ability to communicate information to staff, patients, and the general public.
- Work with a diverse group of people.
- Strong interpersonal and clear written and verbal communication skills.
- Strong computer skills.
Required Qualifications:
- At least three years’ experience working in a Ryan White or other federally funded benefit
Program and community resources.
- At least two years of experience supervising staff.
- Experience working with people and organizations from diverse backgrounds.
- Ability to interpret, adapt, and apply written guidelines and procedures to standard work practices
- Familiar with Drug Assistance Programs, Medicaid, Medicare, ACA, employer-sponsored health insurance, and HIPAA confidentiality requirements.
- Experience maintaining detailed records and preparing progress reports.
- Strong interpersonal skills with team members, clients, and partner agencies; ability to communicate effectively with low-income populations.
- Bilingual in Spanish/English
- Knowledge of Outlook, Microsoft Word, Excel, and PowerPoint
- Bachelors’ degree in Social Work, Psychology, or related field.
