The Jail Sergeant is a first line supervisory position with direct responsibility for overall jail operations on his/her shift and/or specialty area. Jail Sergeants are responsible for the safety and security of the Crow Wing County Jail through effective and efficient management of county staff, inmates and resources. 

Staff supervision:

Organizes, plans, controls and directs all staff duties on his/her shift and/or specialty area. Evaluates employee performance using the performance coaching, development, and evaluation process. Coaches/counsels subordinates on ways to improve performance and initiates employee disciplinary actions when appropriate. Assists the Operations Lieutenant in planning and writing work schedules and manages staffing levels to ensure minimum levels are maintained.   

Inmate Supervision:

Supports jail staff in maintaining overall jail security, implements and supervises emergency procedures and other measures designed for the security, control and physical well-being of inmates. In addition, this position will support jail staff in the booking/releasing of inmates when needed and arrange transports of inmates when necessary.

  • Assumes responsibility for directing the assignment of correctional officers and civilian personnel on the shift, ensuring they are properly instructed and perform their duties in an acceptable manner consistent with all post orders, policies, procedures and department directives.
  • Ensures that each officer is capable of carrying out assigned duties and responsibilities.
  • Ensure the proper use of equipment, security devices, and other property of the facility.
  • Ensure that counts are carried out in a timely, accurate and efficient manner according to jail procedures and ensure that counts are officially cleared before any correctional officer(s) are allowed to leave their post during shift change.
  • Ensure, through daily inspections, that living units are being maintained in an appropriate manner and that the highest levels of sanitation are maintained throughout the facility.
  • Liaison to Jail Administration regarding inmate grievances and personnel and disciplinary issues. 
  • Participates in decisions related to the selection, promotion, transfer, pay and discipline of assigned employees.
  • Reviews reports of subordinates, to ensure they are accurate and legible, prior to submission to the Operations Lieutenant.  
  • Reviews and/or investigates inmate violations and completes or recommends sanctions.
  • Assume responsibility for authorizing Response to Resistance, chemical agents, taser or security equipment consistent with policies and procedures.
  • Review initial housing classification and make secondary classifications as necessary.
  • Evaluate all unusual incidents and decide their disposition. Review all disciplinary reports for clarity and content and assure that the notice of the infraction is properly completed. He/she will review the correctional officer's decision when inmates are placed on temporary lockdown for disciplinary reasons. In each of these cases, a written report will be prepared and forwarded to the Operations Lieutenant.
  • Consult with the Assistant Jail Administrator regarding all requests for facility tours in admission of official visitors.
  • Serve as command officer in all emergency situations (riots, fires, escapes, hostage situations, or similar emergency situations) until relieved by an officer or a higher rank.
  • Assume responsibility for reviewing the use of restraints and the control and preservation of evidence and contraband seized in the jail.
  • Review each unusual commitment, release, discharge, court order or other information pertinent to inmates to assure that such forms, records, or orders are valid, complete and properly executed.
  • Responsible for the administration and processing of all applicable records and forms pertaining to inmates in addition to safeguarding personal property and valuables belonging to inmates.
  • Investigate complaints concerning missing inmate property, theft, or damage in the booking/receiving and property/valuables storage process.
  • Determine what clothing and/or personal property can be received from or released to the public sector.
  • Ensure that inmates to be transported outside the facility have proper release authorization.
  • Ensure that proper paperwork and documentation for custody holds and release is complete.
  • Collaborates and communicates with other department and county personnel as well as various outside stakeholders.
  • Identifies staff development and training needs, conducts or coordinates the delivery of training, and ensures training is obtained.
  • Serves on inmate disciplinary hearing and committees and participate in other special assignments as directed.
  • Attend administrative meetings, trainings, and various administrative functions as directed. 
  • Perform other duties as assigned or becomes apparent.

Additional Accountabilities of Programming Specialty Area:

  • Oversight of the Programs area through recruitment, orientation, training, and coordination of volunteers and interns, delegation and training of program-related tasks to program line staff, development of new programs, and program compliance checks.
  • Oversight of the training coordinator, classifications, and courts areas.
  • Supervision of all inmate community release and inmate worker programs.
  • Oversees the collection of Huber program fees, billing, receipting and recordkeeping, and issuing refunds.
  • Approves and denies new schedule submissions from inmates and communicates changes as necessary. 
  • Addresses inmate complaints and grievances concerning program services.

Additional Accountabilities of Jail Clinic Specialty Area:

  • Oversight of the jail Clinic by coordinating work assignments, clinic staff scheduling, setting priorities, and directing the work of clinic staff. 
  • Ensure accurate, thorough and timely completion and processing of all documentation including but not limited to medical records, physician orders, health and medical screenings, medication administration and medical treatments in accordance with national correctional health care standards.
  • Assists in the coordination of inmate release health care plans with Jail Re-entry, Community Services, and other community stakeholders. 
  • Addresses inmate complaints and grievances concerning jail clinic services.
  • Performs on occasion any task assigned to clinic staff, consistent with licensing or certification requirements or limitations.

  • High School Diploma or Equivalent
  • Two years formal prep in related field or equivalent knowledge gained from experience and/or education
  • Three or more years work experience of a similar nature and scope of responsibility
  • Experience in computers and windows applications. 
  • Must meet criminal history background requirements.  
    • Experience as a supervisor in a jail/corrections setting
    • Prior work experience in a Direct Supervision jail setting
    • Training or education in supervisory management field
    • Prior work experience in jail programming
    • Prior work experience in a healthcare setting
    • Knowledge of Minnesota Department of Corrections (Chapter 2911) Rules Governing Adult Detention Facilities and federal standards relative to program operations.
    • Knowledge of inmate rights, employee disciplinary procedures.
    • Ability to deal with hostile or difficult inmates. 
    • Knowledge of supervisory methods and techniques. 
    • Knowledge of and the ability to apply Federal, State and local laws to specific situations. 
    • The ability to effectively interact with a wide variety of people. 
    • The ability to communicate effectively, both orally and in writing. 
    • The ability to effectively plan, organize, and delegate work and to supervise and evaluate the work of others. 
    • The ability to respond quickly and appropriately in crisis situations.
    • Knowledge of basic life saving techniques.
    • The ability to work effectively under stress.
