Position Title: Regulatory Specialist (S3)

Role

Prepare and file FCC/FAA applications and supporting documentation concerning tower erection, modifications and antenna installations. Review permits and documents to track compliance with regulations and company policy. Review and approve/disapprove Environmental to Proceed. Complete EPA Tier II filings and updates and assist with species of concern.

Responsibilities

  • Review the proposed scope of work (i.e., modification, collocation, new easement), apply knowledge of federal and state rules and regulations as well as Crown Castle policy to determine whether any further assessment or regulatory filings are needed and ensure regulatory compliance.
  • Order or complete applicable assessments, regulatory filings, or other regulatory documentation as appropriate, including preparing and producing electronic regulatory filings for the FCC and FAA.
  • Develop and maintain relationships with FCC and FAA personnel, and other local, state and federal offices as required to assure prompt processing of Crown applications.
  • Operate Crown Castle electronic tracking methods to review and approve tower construction, modification and antenna installation process via RNTP’s, and flow of documentation from and to agencies.
  • Research, analyze and respond to inquiries from internal and external customers for site regulatory information.
  • Assemble and maintain accurate and thorough regulatory approvals and documentation to facilitate Crown Castle regulatory compliance.
  • Develop proficiency in interpreting, communicating and implementing FAA, FCC, NEPA, EPA and US Fish & Wildlife guidelines: review documents for compliance with guidelines.
  • Develop and maintain relationships with regulatory personnel representing those carriers and clients with whom Crown has business dealings.
  • Research regulatory compliance inquiries as required, including review and analysis of acquisition due diligence and in response to alleged violations.

Education/Certifications

  • Associates Degree in a related discipline or equivalent work experience

Experience/Minimum Requirements

  • Minimum of two (2) years of experience in regulatory compliance

  • Experience in preparation or review of FAA Forms 7460-1 and -2 (parts one and two), FCC Forms 854, and state departments of transportation applications, including support documents such as site surveys and U.S.G.S. quad maps.
  • Experience in pre-construction evaluation and permitting, including NEPA, Phase I & Phase II review
  • Knowledge of Hazardous Materials and Radio Frequency Emissions

Working Conditions: This role falls into our hybrid work model working in the office Tuesdays, Wednesdays, and Thursdays. On Mondays and Fridays, teammates on the hybrid schedule will have the option to work from the office or home. There is an expectation of collaboration with teammates and stakeholders for moments that matter that could require travel.
