RESPONSIBILITIES:
- Lead day-to-day contract administration and acquisition support at Davis-Monthan AFB, ensuring compliance with Federal Acquisition Regulations (FAR), DFARS, and agency-specific regulations.
- Provide cradle-to-grave contracting expertise in purchasing commercial supplies and services, and support minor construction and facilities contracts.
- Guide and mentor junior-level contracting personnel on procurement strategies, contract formation, negotiation techniques, and contract administration best practices.
- Develop acquisition packages including market research, Statements of Work (SOW), Independent Government Cost Estimates (IGCE), evaluation criteria, and acquisition plans.
- Oversee pre- and post-award contracting functions, including solicitation preparation, evaluation, award, contract modifications, and closeout activities.
- Ensure all contract actions are fully documented and in compliance with applicable policies and regulations.
- Serve as the primary interface with the Contracting Officer, technical stakeholders, and program leadership to address acquisition issues and drive timely, mission-aligned outcomes.
- Maintain up-to-date knowledge of current acquisition policies and contribute to process improvement initiatives.
REQUIREMENTS:
- Minimum of 10 years of federal contracting experience, preferably with the Department of the Air Force.
- Must have at least 3 years of experience in base-level contracting, including procurement of commercial items and minor construction services.
- Bachelor's degree in any field from an accredited college or university.
- Preferred experience in construction contracting.
- DAWIA Contracting Professional, FAC-C Professional, or equivalent certification required.
- Strong understanding of government contracting principles, cost/price analysis, and FAR/DFARS application.
- Excellent interpersonal and leadership skills with a proven ability to manage multiple priorities and stakeholders.
- U.S. Citizenship required.
