Essential Duties and Responsibilities
The Procurement specialist will support CRRC MA’s procurement efforts by researching and sourcing materials and services, soliciting quotes, and assisting with vendor negotiations in coordination with the Manager of Contracts Administration and the Contracts/DBE Manager. This role includes the preparation and issuance of purchase orders related to office equipment and project site support.
- The successful candidate will be responsible for researching sources of supply and quotes for materials/supplies; obtaining requests for information/quotes/pricing, on products/services and assisting the Manager, Contracts Administration and Mgr. Contracts/DBE in negotiating pricing/lead times/deliveries with approved vendors; preparation and issuance of purchase orders that are used to maintain and fix office equipment; and other activities in support of associated project management location.
- He/ She will reduce the cost of maintaining existing equipment, developing and implementing strategies that are in support of CRRC MA strategic purchasing initiatives.
- He/ She will negotiate for bulk discounts, finding the lowest-cost materials and supplies within quality standards. He/ She will interact with all departments requiring Direct/MRO material/services. He/ She MUST be able to work as liaison updating and applying information in coordination with CRRC MAs Procurement & Logistics Department, Springfield, MA.
- He/ She must be able to build rapport with vendors and able to travel to supplier sites when needed.
- Must be proactive and able to use internal resources to solve problems and/or offer ideas and solutions to Senior Procurement & Logistics management.
- Assess purchase orders for accuracy and compliance with regulations and CRRC MAs SOPs for Direct/MRO purchases, and Procurement & Logistics Policies and Procedures.
- Receive Price quotes from vendors, compare quotes against requirements, Project Budget, and Purchase Orders via email or computer.
- Manage all aspects of Direct/MRO purchasing and distribution while considering cost-effective solutions.
- Proven negotiation and problem-solving skills.
- Excellent systems aptitude (ProLog, SAP experience a plus).
- Strong work ethic with ability to work well under pressure, high initiative, and ability to handle multiple tasks.
- Must have strong Microsoft Office, Verbal & Written Communication skills.
- Must have a professional attitude exercising confidentiality as needed.
- Demonstrated ability to work with appropriate sense of urgency and drive for results.
- Must be well organized with the ability to handle multiple assignments and prioritize appropriately.
- Perform related tasks as assigned.
Education and/or Work Experience Requirements:
- Bachelor’s degree in Business Administration or related field.
- At least 3 years’ experience with procurement and purchasing management.
- Government contracting and change management experience a plus; risk management and contract management experience also a plus.
- Engineering knowledge of train/transit, construction, manufacturing and assembling, preferred.
- Have prior manufacturing experience and knowledge of Direct/MRO materials/supplies/services is an advantage.
- Experience in researching and purchasing parts/services and determining the right vendors to get material/services from for the Project Awarded/Contracted.
- Understanding of railroad/transit railcar manufacturing and assembly, or related field preferred.
- Must be able to draft and negotiate contracts in the amount of $3M USD.
- Selected candidate must have a satisfactory job performance record as verified by reference checks prior to employment.
Salary : $70,000 - $85,000
